Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental, and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:

Project Context and Scope

During the Management Coordination Committee (MCC) held in November 2022, a decision was taken to form a Working Group (WG) to review the rotation process within the International Organization for Migration (IOM). A memo has been produced and provides an overview of the status quo and proposes a way forward. The working group will build on the review of mobility within IOM conducted in 2020, and the introduction of the new mobility policy in 2021, including provisions on tenured and limited-service positions.

The focus of this working group will be on the rotation process itself. It will not reconsider issues that have already been decided upon during the larger mobility review (such as the golden ticket or mobility credits). The aim of the working group, which will include the involvement of Regional Directors, Chief of Missions, and Department Heads, is to provide recommendations to the Director General (DG) on how to make the rotation process more efficient and effective. The Working Group should deliver recommendations and an action plan by July 2023, ensuring recommendations can be implemented in time for the rotation cycle 2023/24.

Organizational Department / Unit to which the Consultant is contributing:

Under the direct supervision of the Head of the Integrated Talent Management Unit (ITMU) and the overall supervision of the Director, the Department of HR Management, the Consultant is responsible for drafting in a Concept Note / Review of the IOM Rotation Process.

Core Functions / Responsibilities:

Tasks to be performed under this contract

The Consultant will deliver a report on a two-instalment payment basis (initial payment after completion of task 1 to 4 and a last instalment after completion of task 5 and 6):

  1. Analysis and prioritization of recommendations (Annex A-D).
  2. Review of IOM’s rotation process for standard rotational positions (which could include P-2s who have been in post for more than 6 years).
  3. Interview resource persons listed in the Terms of Reference (TOR) of the WG.
  4. Review of the mobility processes of other agencies (at least the World Food Programme (WFP), United Nations High Commissioner for Refugees (UNHCR), and United Nations International Children’s Emergency Fund (UNICEF)).
  5. Present analysis of 1-3 and facilitate discussions with the WG.
  6. Provide recommendations for process and policy changes and draft an action plan on the rotation process (including budget implications) for review and approval by DG.

Performance indicators for the evaluation of results

  1. Recommendations (Annex A-D) analysed and prioritized and present the outcome.
  2. IOM’s rotation process for standard rotational positions (which could include P-2s who have been in post for more than 6 years) reviewed and presented.
  3. Number of interviews with resource persons performed.
  4. Summary report of mobility processes of other agencies (at least WFP, UNHCR, UNICEF) reviewed.
  5. Number of discussions facilitated.
  6. Recommendations and an action plan on the rotation process and policy implications to the DG, including budget implications provided.

Required Qualifications and Experience:

Education, experience and/or skills required

  • Master’s degree or Equivalent in Human Resources, Public Administration, Social Sciences or Business Administration, or a related field from an accredited academic institution with seven years of relevant professional experience; or,
  • University degree or Equivalent in the above fields with nine years of relevant professional experience.

Experience

  • At least Seven years (Nine years for bachelor’s degree holders) of working experience in management and administration in all facets of HR, talent acquisition, talent management, administration of staff contracts and entitlements, interpretation, and implementation of staff rules and regulations and development of HR guidelines in a complex humanitarian environment;
  • Experience in the rotation exercise management is an advantage;
  • Previous working experience in a UN Agency or international organization is an advantage.

Skills

  • Familiarity with the UN common system or similar systems is an advantage;
  • A high degree of computer literacy is required; good knowledge of MS Office suite and ERP systems;
  • Ability to prepare clear and concise reports;
  • Excellent communication and writing skills with the ability to analyses complex problems and identify and convey clear, rapid solutions;
  • Proven general analytical skills; and,
  • Demonstrated organizational skills.

Languages

IOM’s official languages are English, French, and Spanish.

For this position, fluency in English is required (oral and written). Working knowledge of French or Spanish is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.

Notes

The consultant must adhere to the International Organization for Migration (IOM) Data Protection Principles (IN/138) and maintain confidentiality.

The consultant will be responsible to follow IOM writing guidelines and latest glossaries in all given assignments for accurate translation.

The consultant will work remotely with possible Travel on Duty (TDY) at the Head Quarters (HQ).
