Title: Consultant- Capacity Strengthening of Refugee-Led Community-Based Organizations (RLOs – CBOs)

Location: Nairobi

Reporting lines: Consultant will be reporting to ORAM East Africa Program Manager, based in Nairobi, with support from the ORAM Senior Program Manager.

Duration: March 2024 – Jul 2024

We assist marginalized and vulnerable asylum seekers and refugees on every step of their journey, working along displacement routes and in transit countries. About the Project

In Kenya, our work is focused on supporting marginalized refugees and asylum seekers in Nairobi and Kakuma to achieve self-reliance through livelihood support and the capacity strengthening of Refugee-Led Community Based Organizations (RLOs-CBOs) and livelihood groups. ORAM has been co-working with some of these RLO-CBOs in Nairobi and would like to support them to strengthen their organizational and programming gaps. To achieve this, ORAM is looking for the services of external experts to support this through tailored services suitable for this target group in Nairobi. Resultantly, Refugee-led CBOs and groups will have better structures and polices and an improved ability to design and manage projects, finances and increased access to funding opportunities.

Scope of Work

To review the existing capacity of the 6 RLOs, review existing curriculum and opportunities in the ecosystem and provide tailored intervention to support the CBOs strength their internal structures, systems and policies and enhance their skills in project and financial management. The consultant will design and facilitate physical and virtual training workshops using proven curriculums and approaches. The consultant will also serve as a coach and mentor to the participating CBOs, providing them with feedback as they review and develop their internal documents, proposals, and budgets.

The specific objectives are to:

  • Assess the current capacities, strengths, and gaps of selected refugee-led CBOs.
  • Develop a tailored capacity strengthening plan based on the identified needs to enhance the capacity of the 6 CBOs.
  • Deliver targeted 5-10 physical and virtual training sessions and workshops to enhance the skills and capabilities of CBOs.
  • Provide ongoing mentoring and support to the CBOs and livelihood groups during the implementation of the capacity strengthening plans.
  • Report on the progress, outcomes and provide recommendations and best practices for scale-up of the RLOs capacity strengthening program or additional interventions that may emerge.

Key Activities

  • Conduct a capacity and gap assessment to provide a training approach that is responsive to the CBOs’ and identified needs, strengths, and priorities.
  • Participate in dialogue and reflection with CBOs and groups to co-create capacity strengthening plans.
  • Prepare presentations and participate in the project kick off and end of project meeting to share results with key stakeholders.
  • To conduct physical/ virtual workshops on the 6 RLO/CBO in Nairobi on areas of organizational development emerged from the rapid assessment and discussions.
  • Provide sufficient learning materials and schedule of activities to the participants during and after the training.
  • Conduct multiple forms of mentorship, learning, and peer support for capacity strengthening and skill supplication.
  • Facilitate a peer learning forum to promote peer learning with other successful the RLOs and host community CBOs.

Deliverables

  • Provide a project work plan detailing the capacity strengthening implementation approach and methodology.
  • Provide an inception report, detailing results from the assessment, and a tailored capacity strengthening plan to highlight the training & coaching methods and approaches for the CBOs.
  • Facilitate the training workshops and mentorship sessions.
  • Provide copies of all training materials and documentation for all sessions conducted.
  • Provide progress reports on ongoing support and mentorship capturing status of activities.
  • Implement activities in line with the work plan and deliverables.
  • Maintain trainer professional records not limited, photos, participants list, lesson notes, participants feedback, and other recordings to be shared with ORAM.
  • Submission of final evaluation report assessing the impact of the capacity strengthening interventions, not more than 10 pages accompanied by a power point presentation summarizing the outcomes, challenges, and recommendations for sustained capacity development.

Additional Information

ORAM will cover the cost of the venues, meals during the physical workshops, and internet & transport allowances for the participants.

Qualifications.

  • The consultancy/consultancy firm will have at least 5 years’ proven experience in undertaking capacity building for community-based organizations.
  • Familiarity with the RLOs ecosystem in East Africa and strong understanding of the refugee humanitarian setting.
  • Experience working with marginalized communities, especially refugees.
  • Expertise in designing and delivering training programs on CBO governance, leadership, project and financial management.
  • Demonstrated success in facilitating collaboration and partnerships among diverse stakeholders.
  • Proven experience facilitating Trainer of Trainer modular approach, coaching and mentorship to SMEs.
  • Strong analytical and communication and report writing skills.
