General Functions:

Under the overall supervision of the Head of Sub-Office for East, Southeast, and Mediterranean (ESEM) and the direct supervision of the Senior Program Coordinator (Cross-Border), the successful candidate will be responsible for the overall coordination and implementation of Capacity Development (CD) activities within the scope of the Cross-Border humanitarian assistance program for Northwest Syria, managed from Gaziantep, Turkey under L3 designation.

The incumbent will contribute to the capacity development of IOM’s Implementing partners responding to the Syrian humanitarian response.

Major Duties and Responsibilities:

  1. Coordinate the overall implementation of CD activities, monitoring implementation progress against project scope, budget, schedule, and quality and checking compliance to the component specification, donor requirements and IOM rules and regulations.

  2. Supervise and act as a team leader for the Capacity Development (CD) team and portfolio of activities, facilitating results and ensuring consistency in line with the projects’ requirements.

  3. Coordinate with different programme managers, colleagues, and internal/external stakeholders on sector specific or cross-cutting CD activities as necessary.

  4. Coordinate with different programme managers and IP focal points for conducting IPs capacity need assessments as required.

  5. In coordination with IOM support units such as HR, and Procurement, participate in the timely recruitment of service providers, consultants, and trainers in accordance with IOM procedures.

  6. Liaise with service providers engaged in capacity development activities, such as trainers, consultants, animators, graphic designers, and translators ensuring quality and timely service delivery.

  7. As required, participate in different fora such as the partnership Working Group and DisasterReady Advisory group to share information on capacity development of NGOs to help minimize gaps and maximize resources and localization efforts.

  8. Together with the CD team, monitor specific aspects of project implementation, identify problems, and propose action to expedite the delivery of inputs. Analyze progress and implementation reports, and identify and document significant project evens, decisions, problems, or deviations.

  9. In coordination with Programme Development and Reporting (PDR) unit, ensure the timely preparation and submission of internal and external reports, updates, beneficiary lists and proposal submission.

  10. Ensure proper M&E for each capacity development activities such as pre/post test conducted after each training/workshop, evaluation surveys conducted after each capacity development activities and feedback gathered from IPs.

  11. Perform other duties as may be assigned.

Tangible and Measurable outputs of the consultancy

  1. Coordinate and ensure the timely delivery of the planned capacity development trainings/workshops during the consultancy period.

1.1.Access topics- 1 Advance certificate training in Gaziantep & 4 Access negotiation peer workshops in NWS.

1.2.WASH technical workshops (2 in Gaziantep) & development of 2 guidance documents.

1.3.Cash based intervention trainings (2 in Gaziantep)

1.4.Capacity building for food security IPs (1 training)

  1. Ensure the timely completion of 2 consultancy services

2.1.HR consultancy for 6 IPs

2.2.Consultancy for 14 IPs on Governance and Compliance topics.

  1. Ensure the timely completion of capacity development cash grant project with 5 IPs.

  2. Timely support of monthly and quarterly internal reports and interim/final donors reports.

  3. 5 x monthly consultancy reports, 1 x end of consultancy report.

Required Qualifications:

Education:

  • Master’s degree in Migration Studies, Humanitarian Studies, Human Rights, Development Studies, or a related field from an accredited academic institution with two years of relevant professional experience; or
  • University degree in the above fields with four years of relevant professional experience.**

Experience:

· Strong experience in coordination, communication and liaising with different stakeholders such as clusters, working groups, I/NNGOs and service providers/contractors.

· Good capacity building experience and knowledge of delivering humanitarian aid in emergency Settings;

· Proven capacity to develop and deliver technical training to differing audiences;

· Experience in liaising with the humanitarian community, including United Nations (UN) agencies, other international agencies, non-governmental organizations, governmental authorities and other national/international institutions, during emergency settings and during ordinary times, as well as academic institutions;

· Experience in working in crisis settings is required. Working experience in the Syrian Humanitarian context is an added value.

· Good knowledge of financial and administrative management; effective resource management and mobilization skills;

· Excellent writing, communication and negotiation skills;

· Experience working with IOM is an asset.

Languages:

  • Fluency in English is required.
  • Working knowledge of Arabic and/or Turkish is advantageous.
