Position Title: Consultant – Building Migration Partnerships (BMP) 2023 Progress Report

Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:

Project Context and Scope

The UN Network on Migration was established to ensure effective, timely and coordinated system-wide support to Member States. In carrying out its mandate, the Network will prioritize the rights and well-being of migrants and their communities. In October 2020, the European Union (EU) and the United Nations Network on Migration (UNNM) signed a partnership to pioneer capacity building support to implement the Global Compact for Safe, Orderly and Regular Migration (GCM) with the Building Migration Partnerships (BMP) programme. With this programme, the Network – with support from the EU – will leverage whole-of-UN expertise on migration to help countries implement the GCM and facilitate safe, orderly and regular migration. The 2023 Progress Report for the Building Migration Partnerships programme will be prepared during January 2024, outlining the overall achievements of the programme, and providing summaries of the results and challenges faced at the global level and in the focal countries.

Organizational Department / Unit to which the Consultant is contributing:

The Category B Consultant will work under the direct supervision of the Senior Programme Manager, in the UN Network on Migration Secretariat in Geneva, to draft the 2023 progress report based on inputs received by the programme team in Geneva and programme countries, including submission narratives and visuals.

Core Functions / Responsibilities:

Tasks to be performed under this contract

  • Review background documents; initial meeting/consultation with BMP. – 12 January 2023
  • Review inputs from programme team in Geneva and programme countries; follow-up with forclarification, revisions, additional information as necessary – 19 January 2023
  • Provide a consolidated draft report with visuals for review. – 26 January 2023
  • Factors in inputs and finalize the 2023 Progress Report. – 1 February 2023

Performance indicators for evaluation of results

  • Satisfactory completion of tasks indicated in the ToR.
  • Timely delivery of deliverables as indicated the ToR.

Required Qualifications and Experience:

Education

  • Master’s degree in International Relations, International Development, Migration, Law, or a related field from an accredited academic institution with five years of relevant professional experience; or
  • University degree in the above fields with eight years of relevant professional experience

Experience

  • Professional experience in migration and development area, with an understanding of the current multilateral context including the Global Compact and the 2030 Agenda;
  • Strong analytical and drafting skills, with experience in report writing for external audiences;
  • Experience in extracting information and knowledge and consolidating into good practices and lessons learnt; and,
  • Experience working in the UN system (Resident Coordinator system, joint UN programming) is an advantage.

Skills

  • Good understanding of Project Cycle Management (PCM) and Result-based Management (RBM) concepts and practices; and,
  • Computer literacy in Microsoft Office (word, excel, outlook) and web-based applications.

Languages

IOM’s official languages are English, French, and Spanish. Working knowledge of another official UN language (Arabic, Chinese, French, Russian, and Spanish) is an advantage.

For this position, fluency in English is required (oral and written).

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.

The consultant must adhere to the International Organization for Migration (IOM) Data Protection Principles (IN/138) and maintain confidentiality.

The consultant will be responsible to follow IOM writing guidelines and latest glossaries in all given assignments for accurate translation.

Competencies will be assessed during a competency-based interview.

  • The appointment is subject to funding confirmation.
  • Appointment will be subject to certification that the candidate is medically fit for appointment,accreditation, any residency or visa requirements, and security clearances. Subject to certain exemptions, vaccination against COVID-19 will in principle be required for individuals hired on or after 15 November 2021. This will be verified as part of the medical clearance process.
