Position Title: Consultant (Biometrics Support Specialist)

Duty Station: Nairobi, Kenya (with required duty travel)

Classification: Consultant

Duration of Consultancy: 3 months with possibility of extension

Project Context and Scope:

Established in 1951, IOM is a Related Organization of the United Nations. As the leading UN agency in the field of migration, IOM works closely with governmental, intergovernmental, and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all and does so by providing services and advice to governments and migrants.

The United States Refugee Admissions Program (USRAP) operates world-wide with a target of providing resettlement opportunities to tens of thousands of refugees each year. IOM’s multi-disciplinary staff members provide a range of services and support to the USRAP including, but not limited to, case processing, migration health assessments, cultural orientation training, organized transportation and administration of a travel loan and collections program. IOM USRAP global operations are managed centrally from the IOM USRAP office in Washington DC.

Under the supervision of the Deputy Head of Operations, East & Southern Africa, the successful candidate will be a highly motivated and organized individual with a willingness and/or experience working in hardship locations. S/he will be responsible for the provision of biometric collection services for refugee applicants to the U.S., including but not limited to contacting applicants, scheduling appointments, capturing biometrics, and reporting of activities to U.S. Citizen and Immigration Services (USCIS). The work will be carried out in challenging operating environments in Kenya, Botswana, and Djibouti.

Note that the position is open to U.S. citizens only. Appointment will be subject to U.S. government security clearance, medical clearance, and relevant security training certification.

Core Functions and Responsibilities:

  1. Scheduling date and time of biometric appointment of relevant refugee applicants in coordination with USCIS.
  2. Registration and subsequent capture of biometrics for relevant refugee applicants.
  3. Preparation of statistics and reports for the Deputy Head of Operations on relevant activities.
  4. Preparation and submission of daily reports related to biometrics capture on behalf of USCIS, as well as all other issues associated with biometrics capture.
  5. Undergo training on use of biometric equipment.
  6. Undergo duty travel to Dadaab Refugee Complex, Botswana, and Djibouti to perform biometrics capture services, as required.
  7. Perform other duties as assigned.

Required Qualifications and Experience:

Education/Experience

  • Seven years of working experience with secondary education; OR five years of working experience with bachelor’s degree.
  • Experience in delivering on set objectives in hardship situations preferred.

Skills

Travel

  • The assignment will take place in three countries – Kenya, Botswana, and Djibouti.

Languages

  • For all applicants, fluency in English is required (oral and written).
  • Somali and/or Swahili language ability preferred.

Notes:

  • Only US [CP1] citizens will be eligible for consideration.

  • Most of the work will be undertaken in Dadaab Refugee Complex in Kenya, which is classified as a Category E duty station, indicating extremely difficult living and working arrangements.
