Consultant, ARISE, Measurement, Evaluation & Learning (MEL)

The END Fund is seeking a highly experienced Measurement, Evaluation and Learning (MEL) Consultant to assist multiple countries to develop indicators for country-level M&E plans (multi-year), finalise results framework trackers (RFWTs) for these, and assist in standardization of these indicators across the countries in line with donor priorities. This is for a new investment portfolio called the ARISE (Accelerate Resilient, Innovative, and Sustainable Elimination of NTDs) Fund.

The successful consultant will have neglected tropical disease (NTD) technical expertise, a demonstrated track record of strategic monitoring and evaluation (M&E) and indicator development and implementation, strong political acumen, high-level organizational skills, and demonstrated communication skills with both technical and non-technical audiences. Extensive travel, adhering to critical dates, and communicating in both francophone and anglophone African country contexts will be required. The Consultant will demonstrate commitment to and passion for the core principles of the ARISE Fund: supporting countries as leaders to achieve the political prioritization, financing, technical expertise, human resources, and community awareness needed to control and eliminate NTDs at national scale, with an emphasis on proximate investment; innovation to move beyond business as usual; country co-investment; and excellence in MEL.

The services of the Consultant will include:

  • Work closely with each of the ARISE countries to assist them to develop key performance indicators and benchmarks for multi-year plans addressing NTD priority activities that can help accelerate disease elimination and that adhere to the core principles of ARISE, and compile these into a results framework tracker
  • Provide technical guidance on all ARISE MEL aspects including but potentially not limited to NTD elimination priorities, local ownership, sustainability, health systems strengthening to facilitate the continued integration of NTDs into mainstream health systems
  • Serve as a key and proactive liaison person for ARISE countries on MEL-related queries as they finalise their plans
  • Provide oversight that all technical and programmatic activities will be measured feasibly, and can be implemented according to work plans and with sufficient data sources required
  • Work closely with the countries, the Director, MEL, the Associate Vice President (AVP) of Programs (ARISE), donors, and other stakeholders to standardise key performance indicators across the countries whilst adhering to both country and donor priorities
  • Attend all country RFWT planning workshops, an RFWT validation/finalization workshop, and any other workshops scheduled, to provide on-hand assistance to the ARISE countries
  • Coordinate the finalization of the comprehensive overall M&E RFWT for the ARISE Fund
  • Provide updates and/or reports for donors and others as requested
  • Represent the END Fund/ARISE Fund in meetings with donors, ARISE countries and stakeholders
  • Contribute to the leadership, coordination and support across the multi-functional, global team working on ARISE within the END Fund
  • Any other ARISE MEL activities as requested by the Director, MEL or the AVP of Programs (ARISE)

  • Identify the engagement team, including all team members that will be performing this work and provide biographies detailing their experience serving nonprofits.
  • Provide the names and contact information for three clients similar to the END Fund (client referrals).
  • Summarize your proposed fees and estimated costs for the scope of work. Include base fees, expense reimbursements and estimated hours to be incurred in your analysis. Describe how you will bill for out-of-scope work or special projects.
