Context:

Project Context and Scope

The IOM AAP Framework, IN/285 establishes IOM’s common approach for implementing and mainstreaming AAP and is mandatory for compliance throughout its crisis-related work. The commitments of this framework were developed in line with the Inter-Agency Standing Committee’s (IASC) commitments to AAP and adapted to meet IOM’s operational realities. Adherence to the framework’s principles and achieving its commitments and objectives are mandatory. IN/285 outlines the operational objectives to ensure quality and responsive programming in line with the evolving needs of beneficiaries, affected populations and communities and enforce the Organization’s zero tolerance against sexual exploitation and abuse (SEA) and other misconduct.

To strengthen the institutional capacity to implement the IOM AAP Framework, the Department of Operations and Emergencies (DOE) developed and piloted the IOM AAP Blended Training Certification Package which is composed of a self-paced online course, face-to-face/virtual interactive sessions, and application of knowledge through completion of an assignment or small project to integrate AAP in the work. In addition, robust AAP awareness through participatory activities and knowledge management are implemented throughout the year.

IOM will employ a dedicated Training Consultant on AAP (also known as Community Engagement/ Communicating with Communities (CwC)) with broad knowledge of humanitarian sector programming, inter-agency coordination, and demonstrable experience in mainstreaming AAP into humanitarian programming.

The consultant will contribute to the Department of Operations and Emergencies (DOE) under the direct supervision of the Accountability to Affected Populations Officer at Headquarters. The Training Consultant on AAP will contribute to the ongoing DOE project FCDO Business Case.

Core Functions / Responsibilities:

Tasks to be performed under this contract

  1. Rollout of six (6) IOM AAP Blended Trainings to missions in coordination with the AAP unit on a rolling basis throughout the contract.

  2. Support the identification and documentation of AAP good practices and lessons learned in line with the AAP Work Plan.

  3. Contribute to the improvement of AAP tools and templates in ensuring the meaningful participation of affected people, communities, and local partners particularly on the inclusion of traditionally marginalized groups including people with disabilities, older persons, members of the LGBTQI+ groups, indigenous communities, youth, children, and others as applicable;

  4. Contribute to the updating of technical guidance in setting up safe and accessible complaints and feedback mechanisms (CFMs) and standard operating procedures (SOPs) in line with existing inter-agency collective AAP framework and/or internal IOM policy as relates to staff members, consultants, and interns.

  5. Prepare training monitoring and evaluation reports including participants’ feedback, including a summary training evaluation by the end of the contract 31 July 2022.

  6. Perform such other duties as may be assigned in support of the AAP work plan implementation.

Performance indicators for evaluation of results

• Number of AAP Blended trainings conducted by the consultant.

• Number of training reports to AAP unit including trainees’ feedback on blended training.

• Number of best practices/lessons learned reported for incorporation into future AAP guidance materials, tools and trainings.

Required Qualifications and Experience:

Education, experience and/or skills required

• Master’s degree in Human Rights, Humanitarian Action, International Law, Development Communications, Anthropology, Social Sciences or a related field from an accredited academic institution with five years of relevant professional experience; or

• University degree in the above fields with seven years of relevant professional experience.

Experience

• At least five (5) years of experience in the humanitarian and/or development sector with minimum of two (2) years on AAP/Community Engagement/Communicating with Communities, preferably with minimum of two (2) years in field operations;

• Substantial experience in developing and facilitating blended virtual and participatory trainings.

Skills

• Demonstrable knowledge on protection mainstreaming, gender mainstreaming, PSEA, and/or diversity inclusion preferably in crisis context;

• Excellent knowledge in using Microsoft Office products particularly MS Teams, SharePoint, and other media software used for presentations including ZOOM, Miro board, Menti Meter,

Slido, PowerPpoint, or and any other similar applications;

• Good level of reporting and documentation skills;

• Good level of coordination and diplomacy skills.

Languages

IOM’s official languages are English, French, and Spanish.

For this consultancy, fluency in English and another UN language (French, Spanish, or Arabic) is required (oral and written).

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.

The consultant must adhere to the International Organization for Migration (IOM) Data Protection Principles (IN/138) and maintain confidentiality.

The consultant will be responsible to follow IOM writing guidelines and latest glossaries in all given assignments for accurate translation.
