Background – Scope of the Consultancy

The Danish Refugee Council (DRC) is a humanitarian, non-governmental, non-profit organization working in Myanmar since 2009 in response to cyclone Giri and currently supporting operations in three different States (Kachin, Northern Shan, and Rakhine). DRC aims to make available immediate relief and protection to displaced people and vulnerable host communities in an impartial, inclusive, and neutral manner, adhering to DRC’s Code of Conduct and core Humanitarian Principles.

Objectives of the Consultancy

DRC Myanmar is seeking a consultant/organisation to develop and deliver bespoke Project Cycle Management (PCM) training for mid and senior level managers in Myanmar, in Myanmar language. The elements that the training must cover are:

Introduction

  • Why PCM
  • PCM terminology
  • Understand project cycle management steps
  • What is a project triangle (scope, resources and timeframe)
  • Practical PCM Training on processes and tools (customize DRC Myanmar PCM tools – Project Management Tool (PMT), Indicator Performance Tracking Tool (IPTT), MEAL plans)
  • Demonstrate how can use PCM tools for support as well as programme projects
  • Donor engagement and reporting
  • Role of Project Manager/skills of a project manager (Technical / People Project Management)
  • The roles and responsibilities of other functions in the project cycle

Other elements of Project Cycle Management that may also be addressed include:

Project identification and Design: identifying needs and gaps, using simple tools (e.g. problem / solution tree or equivalent), designing a project that addresses needs, mainstreaming key elements, developing a budget, resource planning, identifying risks & mitigation strategies, designing projects with partners, project visibility and communication planning, planning for monitoring and evaluation including developing/using logical frameworks, budgeting and forecasting.

Project set up and Planning: Review pre-set up activities including negotiation, contracting and understanding donor and internal compliance processes related to procurement, recruitment, financial management, project charter of accounts and setting up the project in ‘dynamics.

Key areas of focus include: establishing project governance and team structures, refining project resources and schedules including budgets, PMT, workplans with clear roles and responsibilities, launching the project with relevant stakeholders to disseminate implementation plans, procedures and tools.

Project Implementation: People management, budget management, procurement planning, stakeholders’ engagement, understanding key elements of a project such as sustainability, technical mainstreaming areas such as gender or environment, data collection and project monitoring, the importance/key elements of writing quality reports, working with partners, including coordination and communication strategies.

Project Monitoring, evaluation and control: Establish participatory mechanisms and tools for measuring progress in the implementation of the project activities and achievement of project outcomes. This to include setting project baseline and measuring implementation and outcomes achieved against project targets including project log frame, Theory of Change (ToC), IPTT. Participatory development of MEAL plan and tools including terms of reference for the evaluation. The MEAL plan should include components of research and learning agenda. The control section should include management oversight of the project including internal controls like data quality audits, accountability and value for money. Finally, linking monitoring to quality reporting as outlined in the Project Implementation section.

Project Close-Out and Transition: Measuring impact, project liquidation, audit, learning lessons and using evidence for subsequent project design.

The consultant should indicate in their proposal which elements of the above they will include, and may also advise if there are other areas they could offer which would be complementary to the training package.

Participants: 20 senior level managers x 5 days training and 55 mid-level managers / coordinators / specialists x 3 days training

Starting date: 15th June, 2022

Duration of the contract: 3 months (up to 1 month preparation / tools and training development; up to 1 month training delivery; up to 1 month review and feedback).

Duties, Responsibilities and Deliverables:

The consultant will report to the Head of Programs.

Deliverables:

  • Training package, including training materials bespoke to DRC project management tools and processes, in Myanmar and English languages
  • Physical (either in person or remote) training delivered to the specified number of participants

Profile of the Candidate

Your Experience must include:

  • Demonstrated experience in delivering similar training packages
  • Experience working Myanmar
  • Experience working with humanitarian/development NGOs
  • The successful applicant will have a strong record of accomplishment in effective facilitation and skill development training
