Background: Mixed Migration Centre
MMC is a global network engaged in data collection, research, analysis, and policy and programmatic development on mixed migration, with regional hubs hosted in DRC regional offices in Africa, Asia, Europe and Latin America, and a small global team in Geneva.

MMC is a leading source for independent and high-quality data, research, analysis and expertise.The MMC aims to increase understanding of mixed migration, to positively impact global and regional migration policies, to inform evidence-based protection responses for people on the move and to stimulate forward thinking in public and policy debates on mixed migration. The MMC’s overarching focus is on human rights and protection for all people on the move. The three overall objectives of the MMC are:

· To contribute to a better, more nuanced and balanced understanding of mixed migration (knowledge)
· To contribute to evidence-based and better-informed migration policies and debates (policy)

Context for this consultancy

Building on its past work on climate-related mobility, and its collaboration with the International Centre for Migration Policy Development and the Rabat Process on the report “Climate-related events and environmental stressors’ roles in driving migration in West and North Africa”, MMC is undertaking a project on climate and mobility in collaboration with the Khartoum Process (KP), looking more closely at responses and activities in the countries included in this process/dialogue (roughly speaking East Africa/Horn of Africa and part of North Africa, for more details see here )
The 2021 report for the Rabat Process cited above presented a brief literature review of the state-of-the-art on environmental change and migration outcomes, provided analysis of MMC’s 4Mi data on environmental drivers of cross-border movement, and presented frameworks for analysing both environmental or climate-related drivers of movement as well as key policy areas. This project picks up on these policy areas, and proposes to map what kinds of activities are occurring in the area of climate change and mobility, structured around the key policy areas determined in the 2021 report, looking specifically at the Khartoum Process region
Objectives
MMC aims to provide ICMPD and the Khartoum Process members with
– A clear picture of the existing situation around climate change and mobility in KP countries, in terms of knowledge, understanding, and future projections
– A knowledge of existing activities to respond to climate change and mobility in KP countries, both in terms of policy and programming
This information will provide a grounding for discussion among KP members on future activities and policy directions to address challenges around climate change and mobility.

Specific activities
Timeline
The start date is as soon as possible. The work is estimated to require 25 days of a consultant’s time, split between the literature review, the mapping exercise (research and analysis), and production of the final report (and not including review by MMC). A summary of deliverables and the overall timeline can be found below.
Deliverable: A detailed workplan will be prepared by the consultant and agreed with MMC within the first days of the consultancy, as one of the deliverables.
The project comprises 3 main activities: a literature review, a mapping exercise, and a final report and presentation.

  1. Literature review
    A review of the current literature on climate change and mobility in KP countries to build a concise picture of the scope of the climate change and mobility issue. What is known about climate change as a driver of mobility? What does that mobility look like? What is predicted for the future? What are the key challenges?

2. Mapping
Once the literature review is approved, and based on the literature review, a mapping of existing and emerging activities addressing the challenges (and opportunities) of climate-induced mobility. These would fall into the four priority policy areas described in the report cited above: adaptation and resilience, urban planning, cross-border movement, and circular migration. Specific criteria for the mapping will be agreed with MMC before research begins.
A regional review will be undertaken, covering all 11 KP countries, then 3 countries will be covered in-depth (Ethiopia, Kenya, and South Sudan).
The mapping will use secondary data and key informant interviews. An estimated 30 interviews is expected with government officials, municipalities, local and international NGOs, UN agencies, and others with expertise in climate change and mobility. The interviews are expected to reflect the division of work between the regional review and the in-depth review of Ethiopia, Kenya and South Sudan.
Deliverables: The list of interviews and interview guide will be shared for review and approval by MMC
3. Final report
The results of the literature review and the mapping will be compiled in a final report of maximum 20 pages, written according to MMC editorial guidelines.
Deliverables: the outline of the report will be shared for approval before drafting. The final report is the final deliverable.

Terms and conditions

· The consultant will report directly to Jane Linekar, the 4Mi Global Coordinator, with regular updates. They are also likely to interact with other MMC staff in Geneva and East Africa, and our ICMPD partners to the project.
· 30 days of work have been estimated for this consultancy.
· Payment will be made as follows: 30% upon beginning, and 70% after satisfactory receipt of all deliverables.
· Should the methodology include travel, costs must be borne by the consultant.
· This is a home-based consultancy, likely requiring some travel to the region.
· All candidates must have a company registration.
· DRC has a Humanitarian Accountability Framework, outlining its global accountability committments. All staff are required to contribute to the achievement of this framework (http://www.drc.dk/HAF.4265.0.html)
· All information presented, obtained and produced is to be treated as DRC’s property and is considered as confidential for all other purposes than what is outlined in this Statement of Works. The selected consultant is upon signing of the contract required to sign a confidentiality agreement. The material prepared by the consultant cannot be sold, used or reproduced in any manner (partially or in full) by the consultant without prior permission from DRC.
Profile
· Researcher/analyst, with an advanced degree in the social sciences
· Expertise in migration, displacement, climate change and disaster-driven displacement
· Knowledge of the Khartoum Process countries
· Experience in qualitative research
· Demonstrated experience of writing research and policy-oriented publications
· Good communications and teamworking skills
· Ability to multitask and work under pressure, meeting deadlines while maintaining quality
