Background

The United Nations Disability Inclusion Strategy adopted by the Secretary General in 2019 defines disability inclusion as the meaningful participation of persons with disabilities in all their diversity, the promotion and mainstreaming of their rights into society, the development of disability-specific programmes and the consideration of disability-related perspectives in compliance of the Convention on the Rights of Persons with Disabilities (CRPD). Through the strategy the UN system reaffirms that the full and complete realization of the human rights of all persons with disabilities is an inalienable, integral and indivisible part of all human rights and fundamental freedoms and commits to improve its performance with regard to disability inclusionin the context of supporting Member States to achieve the 2030 Agenda for Sustainable Development, leave no one behind and reach the furthest behind first in all United Nations pillars of work.

The United Nations Partnership on the Rights of Persons with Disabilities Multi-Partner Trust MPTF (UNPRPD MPTF) is a unique partnership that brings together UN entities, governments, organizations of persons with disabilities (OPDs), and broader civil society to advance the implementation of the CRPD and disability inclusive Sustainable Development Goals (SDGs) at the country level around the world. It was established in 2011 to foster collaboration between its members and support their work on disability inclusion through UN joint programming.

UNICEF, ILO and UNFPA through the UN Resident Coordinators office responded to the 4th Funding Call by the UNPRPD MPTF resulting in Kenya being identified among countries to be supported to enhance disability inclusion based on country priorities in alignment with the CRPD towards attainment of the SDGs. To kick start the process an Induction Workshop is planned to ensure the UN and its partners are equipped with knowledge and practical tools for enhancing disability inclusive policies, systems and programmes in theory and in practice.

Kenya with the support of the UN remains committed to advancing the implementation of the CRPD and disability inclusive SDGs which is in line with the objectives of the UNPRPD as demonstrated in commitments made during the 2018 Global Disability Summit which Kenya co-hosted together with the British Government. More recently in 2022, Kenya participated in the Global Disability Summit and re-affirmed its commitments to advance the rights of persons with disability to include through employment and livelihoods support.

Objective

The Induction Workshop aims at enhancing the capacity of stakeholders to ensure for more effective contributions towards disability inclusive policies, systems and programmes for the implementation of the CRPD and SDGs.

Duration and timing: The Induction Workshop will be held in-person for five (5) days

Proposed Dates – 30th January to 3rd February 2023

Location: Naivasha, Kenya

Language: The workshop will be conducted in English

Sign language interpretation will be provided

Modules for the training will be provided by the UNPRPD Secretariat based on the provided workshop programme (below).

Proposed List of Participants ( about 25 pax)

To be drawn from: Government, Organizations of Persons with Disabilities, Employers and Workers’ Representative Organizations, UN Agencies, Development Partners, Private Sector, Civil Society Organizations.

Expected Deliverable

  • Prepare workshop materials in alignment with UNPRPD requirements/modules
  • Facilitate the workshop/make presentations as per programme provided below
  • Provide sign language interpretation
  • Report compilation and submission

Required qualifications, desired competencies, technical background and experience

The consultant/s will be required to have the following experience and skills:

  • Relevant advanced academic degree (Social sciences, development studies, economics or related fields );
  • Demonstrated international/local experience in working on Disability Inclusion
  • Demonstrated experience in facilitating similar assignments/workshops
  • Experience working with governments, Development Partners and the UN
  • Excellent communication and presentation skills
  • Excellent report compilation and writing skills
