HFHK in partnership with Akiba Mashinani Trust (AMT); a charitable trust fund that was formed by Slum Dwellers Federation of Kenya (Muungano) that provides technical and financial assistance to community and individual projects in Mukuru informal settlements, is currently implementing “Home Equals Campaign Project” a global initiative aimed at achieving policy change to ensure equitable access to adequate, decent, and affordable housing, basic services for those living in informal settlements and secure land tenure.

The Home Equals campaign seeks to promote empowered participation in community improvement efforts, just as the residents of Mukuru have worked together to shape their neighborhoods. As part of the campaign, Habitat for Humanity Kenya has joined the Mukuru SPA effort and will be helping residents gain access to clean water and sanitation services while also advocating for land tenure security.For effective implementation of the project, it is important for HFH Kenya to identify all the stakeholders involved in advocacy for access to decent, affordable housing with basic services & Security for land tenure for enhanced partnerships and joint advocacy efforts towards ensuring adequate housing, security of land tenure and access to basic needs like water and sanitation.

THE OBJECTIVE OF THE ASSIGNMENT

The overall objective of this assignment is to carry out a comprehensive stakeholder mapping to clearly identify the different stakeholder agencies and entities including private sector and communities involved in advocacy for access to decent, affordable housing with basic services & Security for land tenure as well as their interests, support or opposition, influence, and importance in Nairobi City County.

Specific Objectives

The specific objectives for this assignment include:

  1. To identify all the relevant stakeholders involved in advocacy for access to decent, affordable housing with basic services & Security for land tenure within the informal settlements of Nairobi City County.
  2. To assess the skills, needs and interests of the stakeholders involved in advocacy for access to decent, affordable housing with basic services & Security for land tenure in Nairobi City County.
  3. To assess the influence and importance of these stakeholders
  4. To identify opportunities, linkages, and synergies among the stakeholders.

SCOPE OF THE ASSIGNMENT

The task of the consultant is to examine relevant available secondary documentation, designs a methodology for stakeholder analysis, undertake a stakeholder assessment and produce a report. This assignment will be limited to the key stakeholders involved directly in advocacy for access to decent & affordable housing, basic services & Security for land tenure in Nairobi City County. The study will explore all the critical areas and functions of key stakeholders identified with a focus on the existing interventions and the projects completed within the last two years to create necessary linkages for the study.

The consultant will be expected to conduct a desk review, design a methodology for stakeholder analysis and undertake a stakeholder assessment and produce a stakeholder mapping report. He/she will Identify and map key stakeholders such as government, civil society and private sector, NGOs, among others that engage in advocacy for access to decent, affordable housing with basic services & Security for land tenure work. The final report should include key stakeholders, their roles, interests, issues and challenges and an engagement strategy with a detailed work plan including a tentative budget and a monitoring framework.

DUTIES AND RESPONSIBILITIES

The consultant will:

  1. Identify all relevant civil society organizations, government, and private sector stakeholders involved in advocacy for access to decent, affordable housing, basic services & Security for land tenure.
  2. Clarify the stakeholders’ interests/goals/objectives and categorize them based on their interests.
  3. Identify challenges that hinder effective performance of the identified stakeholders/groups.
  4. Map where the different stakeholders’ activities are located geographically and if possible, include the current and next plans and their activities.
  5. Power analysis to identify the key decision makers (both institutional and individual) who hold power or influence over Advocacy for access to decent, affordable housing with basic services & Security for land tenure.
  6. Invite the identified stakeholders to a validation meeting planned by HFH Kenya.
  7. Produce a comprehensive final report on the Stakeholder analysis with key recommendations.

Habitat for Humanity Kenya will:

  1. Provide all necessary logistics for the assignment like letters of introduction where necessary.
  2. Provide all relevant documents that may be required by the consultant.
  3. Organize validation meeting.

The arranged sequence of activities, their expected outputs, and the number of days required for each:

  1. Preparatory meetings – Clear Workplan – 1 day
  2. Desk review – Draft Report – 2 days
  3. Field Interviews – 4 days
  4. Report writing and review – 1 day
  5. Presentation of findings to HFH Kenya for review and comments – Draft report – 1 day
  6. Validation meeting preparation and planning with the identified stakeholders – Meeting report – 1 day
  7. Activity report writing and presentation – Activity report – 1 day

The suitable Consultant/s must have the following:

  • Degree or its equivalent in Law, Development Studies, Communication, Public Health, Social Sciences, or any other related field with at least 5 years of experience in working on advocacy for social services and security of land tenure.
  • Proven experience in policy analysis and review.
  • Ability to produce well-written reports, exhibiting excellent analytical and communication skills.
  • Should have good verbal, analytical, writing, and computer literacy skills.
  • Duration of Assignment: Eleven days.
