Building Markets is seeking an external consultancy to develop a literature review on sustainability strategies for livelihoods programs for its “Sustainable Marketplace” Program in Türkiye, focused on refugees and host communities.

Building Markets unleashes the transformational power of small businesses to address pressing social challenges by driving job creation and inclusive growth. Founded in 2004, the organization finds, builds, and connects competitive local small and medium-sized enterprises (SMEs) to supply chains and investment. Utilizing this model, Building Markets has supported more than 26,700 SMEs, assisted those businesses in winning $1.36 billion in contracts, and $21 million in loans, and helped create over 73,500 jobs across diverse markets like Türkiye, Jordan, Myanmar, Afghanistan, Liberia, and Haiti.

In Türkiye, Building Markets has provided ongoing livelihood and business development services to refugee and host community SMEs since 2018. These efforts create wage employment for refugees and Turkish citizens that are unemployed or working in the informal economy. This is important in the wake of refugee flows from the protracted conflicts in Syria and the MENA region, the effects of the COVID-19 pandemic, and the downturn of economic conditions and poverty reduction in Türkiye.

Long-term impact and support to the livelihoods and economic development prospects of refugee and host communities in Türkiye is vitally important from the perspective of maintaining and increasing the economic contributions of refugees to the Turkish economy, improving social cohesion, and potential future reconstruction and economic development in the home country.

The objective of the consultancy is to review existing literature that might inform Building Markets’ sustainability plan and exit strategies at the start of the next phase of its programming (anticipated in September 2022).

The consultancy should review global, regional, and country-specific literature on livelihood program sustainability strategies. The review should cover published academic literature, grey literature, and INGO and NGO reports (World Bank, UNHCR, etc.). It should document any best practices, highlight case studies of successful sustainability approaches, and determine any metrics for success.

Key Deliverables:

  • Remote kick-off meeting to receive additional information and context from the Building Markets team and to discuss the literature review, methodology, and timeline
  • Regular technical calls with appropriate Building Markets staff
  • Annotated bibliography
  • Literature review report in English, including a best practices guide with references, available and applicable case studies, and potential metrics for success. Building Markets will provide a report template.
  • Debriefing/presentation to Building Markets team

Required Qualifications:

  • An advanced degree, with a minimum of five years of working on projects focused on livelihoods and economic development and field-based monitoring and evaluation
  • Research and/or programming experience in one or more of the following areas:
    • Economic development
    • Private sector engagement
    • Labor force development
    • Livelihoods
    • Refugee inclusion
  • Prior experience of conducting academic research, landscaping studies, assessments, or research projects
  • Written and spoken proficiency in English

Submissions to include:

  1. Financial Proposal:
    1. Price offer to include all relevant taxes, including VAT,
    2. Financial Offer including a cost breakdown,
    3. The consultant(s) shall suggest the global price in US Dollars (per position if an evaluation team applies) and the number of days predicted for the work,
    4. The global price must include all administrative costs (including but not limited to backstopping costs, insurance, reports, communication costs, rent for Contractor’s facilities) and a breakdown of travel, allowances, and accommodation expenses, if relevant,
    5. Prices must be in gross amount (free of all duties, taxes, and other charges, including VAT). The amount of VAT must be shown separately.
  2. Cover letter
  3. A technical proposal covering all aspects and tasks required in the TOR. The technical offer must include:
    1. Ability to deliver on the scope of work,
    2. Approach, methods, and design, including tentative work plan and division of responsibility (if a team of consultants is applying), suggested by the applicant (3 pages max),
    3. Previous experience,
    4. Detailed work breakdown structure & timeline, including the level of effort and availability required from Building Markets team members,
    5. Profile of key personnel, including resumes and short bios,
  4. Three (3) professional references directly related to the scope of work.
