Consultancy – Shifting power to local and national responders in humanitarian coordination

Scope of the consultancy:

Pilot the toolkit:

• Develop a participatory piloting methodology, including for monitoring and evaluation and guidance for contextualisation. The methodology will also include key steps for equitable inclusion of a diverse range of national responders, including those representing marginalised groups, such as women and women-led organisations, youth and ethnic groups and organisations of people with disabilities.
• Organise webinars and events to present the Localisation in Humanitarian Coordination Toolkit at inter-agency and global cluster levels.
• Work with the Global CP AoR, the GEC, GNC and the GWCin 4 pilot countries to identify priorities, strategies and activities for the pilot of the Localisation Toolkit.
• Support the Global CP AoR, the GEC, GNC and the GWC in the implementation of activities at country level (workshops, training, coaching, etc) that would advance localisation based on their defined priorities.

Support Institutional capacity:

• Develop criteria for selecting national/local organisations that will receive institutional capacity support.
• Develop and adapt tools and approaches for institutional capacity support.
• Within each pilot country, develop overall cluster/AoR capacity support plan, including commitments by INGOs/UN to provide capacity strengthening support in line with agreed Partnership Principles.
• Train SCI or other committed country-level AoR or cluster member staff on the process, tools and approaches.
• Provide directly or support SCI and other cluster members to provide and facilitate institutional capacity support to local organisations.

Documentation and learning:

• Develop a plan and tools for documenting the processes for the pilot of the toolkit and institutional capacity building.Collect learnings at country level and develop case studies.
• Develop case studies and learnings and disseminate them.

Profile Required

• Significant experience in localisation in humanitarian action, including leading programs at the country or response level, regional or global level,
• Strong knowledge, understanding of humanitarian coordination system;
• Proven track-record of partnership and relationship-building with a range of multi-sectoral actors from diverse backgrounds
• Strong understanding of the localisation and shifting power agenda
• Significant experience in capacity strengthening approaches of civil society actors
• Significant skills in developing and leading participatory consultations and ensuring equitable access and participation for under-represented groups
• Excellent communication skills in written and oral English, including clear, concise writing skills
• Fluency in French, Spanish or Arabic will be a significant advantage
• Strong diplomatic skills and a flexible and independent approach to working

The consultancy will take place between May 2022 – February 2023 and include approximately 120 days of work.
