Purpose of TVET Curriculum Review and/or Development

The consultant will conduct assessments, review the available TVET curriculums and make necessary adjustments. Upon completion of the review exercise. WV will facilitate a validation workshop to get inputs from relevant government ministries and departments, TVET institutions, local NGOs and International NGOs.

Specifically, the curriculum review will serve the following purposes:

  • Assessment on the gaps;
  • Review and/or develop curriculums;

The project is implemented in a consortium. The consortium is uniquely positioned to implement this Multi-Year Emergency (MYE) activity in Baidoa with WV, as the prime recipient, is partnering with ACTED as implementing partner and International Food Policy Research Institute (IFPRI) as research partner for the proposed project.

2. Project Background

Project Goal

The project strives to Strengthen resilience to shocks and stresses for vulnerable IDP and host community households in urban Baidoa.

Project Purposes

Purpose:Graduate ultra-poor households from extreme poverty and food insecurity.

Sub-purpose 1: Improve food security and quality of life for ultra-poor HHs.

  • BHA Sector Name: Multi-purpose cash (MPCA)

Distribution of multipurpose cash to destitute families will increase HH’s quality of life and restore their livelihoods. Unconditional multi-purpose cash will help to stabilize their quality of life and avoid negative coping mechanisms before they can further engage in other livelihood activities.

  • BHA Sector Name: Agriculture

Improved agriculture and livestock production by ultra-poor HHs will increase access to diversified diets and improve income through access to fresh vegetables throughout the year, increased access to eggs and meat, and increased income from sales of excess vegetables, eggs and chickens and income savings through dependence on own production.

Sub-Purpose 2: Improve financial stability and security among vulnerable HHs.

  • BHA Sector Name: Economic Recovery and Market Systems (ERMS)

Improved saving practices and access to financial services; provision of start-up grants and capacity building will result in diversified livelihood strategies and socio-economic resilience in targeted HH’s.

Sub-Purpose 3: Improve capacity to implement disaster risk management and positive coping strategies to mitigate the immediate effect of exposure to shock.

Increased awareness on context specific disaster risks as well as mitigation and adaption measures will prevent disruption of gains made by ultra-poor HHs in their graduation journey.

3. Background

The Building pathway out of poverty for ultra-poor IDPs and vulnerable host communities in Baidoa projects is a consortium project implemented by World Vision and ACTED with IFPRI as a research partner. The project targets 2000 beneficiaries for TVET activities with World Vision being the sole implementer of this TVET activities.

Employment opportunities especially for youth and women is a real problem in Somalia, and Baidoa is no exception. In the WV Assessment in March 2021, about 65 percent of respondents reported that there is little or no employment opportunities for youth. Unemployment rates are considerably higher among women and Somalis under 30 years of age, who represent 70 percent of the population.

Among the many challenges facing young people seeking work in Somalia are lack of education, lack of vocational skills, and a weak enabling environment. Women are extremely disadvantaged and appear to be excluded from the formal sector but continue to play vital roles in the informal sector. Cultural biases exist against women in skilled labor activities or professional roles. Many are left with no option but to engage in petty trade on the street side with the most common barrier limiting women’s participation being the lack of skills and the fact that they are mostly engaged in HH activities.

Being an urban area, Baidoa can offer an abundance of value chains and livelihoods in which IDPs and their host communities may engage. However, ultra-poor HHs are often disadvantaged due to lack of skills, knowledge and connections to enable profitable income generation and/ or develop alternative livelihood to adapt when shock strikes.

The proposed program intends to address the food insecurity situation, loss of livelihood strategies, poor HH and community livelihood assets, inadequate supply of relevant productive skills and assets and increased vulnerability to natural and conflict related disasters in Baidoa through a multi-year ultra-poor graduation approach. The new livelihood development sub-sector in this program is expected to reach 2,000 participants through TVET activities.

Objectives of the Action.

The consultant will conduct assessments to review the available TVET curriculums and make necessary adjustments. Upon completion of the review exercise. WV will facilitate a validation workshop to get inputs from relevant government ministries and departments, TVET institutions, local NGOs and International NGOs.

Specifically, the curriculum review will serve the following purposes:

  • Assessment on the gaps;
  • Review and/or develop curriculums;

Tasks involved

  • Finalize the assessment tools and conduct the assessment. The assessment will focus on the gaps in the already available curriculums being used by TVET centers in Southwest state of Somalia.
  • Ensure that the tools developed capture the TVET courses being offered and the gaps in the courses, recommend additional courses as required.
  • Lead the technical review of the current curriculums being offered in the targeted institutions.
  • Carry out key informant interviews with the center managers of the TVET centers, Ministry of Education/Labor and other departments as required.
  • Lead plenary finding session and workshop by presenting the key findings of the assessment.
  • Drafting of report and key recommendations. This will have contribution from World Vision, line ministries, and ACTED.
  • Incorporate comments, inputs and produce final report. Focus will be on;
  • clarity in writing and analysis.
  • clarity in recommendations and adjustments.

4. Methodology

The consultant will travel to Baidoa and conduct the review, working closely with World Vision and ACTED, and Ministry of Education and Labor in Baidoa. Data collection is mainly qualitative, through FGDs, site observations, desk review and Key Informant Interviews (KII).

5. Deliverables

  • Comprehensive assessment tools.
  • Revised Curriculum Documents (based on the identified TVET centers and types)
  • PowerPoint presentation with key findings.
  • Final report with recommendations and adjustments.

6. Mandatory Requirements

The Selection of the firm will be made based on cumulative analysis (i.e., mandatory requirement and technical qualifications as follows:

  • Provide a certified copy of business registration(company/organization).
  • Provide a certified copy of tax registration.
  • Provide information on ownership structure – name of directors/owners of the company(company/organization)
  • References including names and contact information from previous clients who can be contacted regarding relevant experience in Curriculum reviews and or development. (At least three)
  • Successful bidder will be required to sign World Vision Supplier Code of Conduct form.

7. Technical Evaluation

Applicants need to clearly articulate on the following, but not limited to: –

  • Understanding of the TOR (General understanding of the project requirements; coverage of principal components as stipulated in the ToR).
  • The consultant must have a strong and proven background in TVET curriculum review and/or development.
  • Methodology (Adequacy of the proposed approach, methodology and work plan in line with the ToR).
  • Experiences- consultant’s general experience and record in the field covered by the ToR (TVET curriculum review and/or development)
  • Previous experience(s) with similar assignments in Somalia (TVET assessment tools development, conducting assessment, analysis, report writing and review and/or develop curriculum)
  • Key staff assignment to the task (Experience, composition and records of the staff members to be assigned to the task, a consultant/firm with a combination of Somali Technical staff is mandatory)
  • Education: The consultant should hold an Advanced University Degree in Economics, Agriculture/Livelihoods/Food Security, Biostatistics, Social Sciences, Education, Monitoring & Evaluation or related discipline with the relevant technical knowledge in TVET assessments and curriculum review and/or development.
  • Experience: Extensive experience (7-10 years) in coordinating and managing assessments/studies, and TVET capacity assessment, curriculum review and/or development is mandatory. In particular, proven team leading and managerial experience, knowledge of working with conflict and other disaster-affected populations and experience in managing similar activities in fragile contexts will be considered a plus.
  • Language: Excellent spoken and written skills in English and Somali

9. Financial Evaluation

A financial proposal with a detailed breakdown of costs quoted in USD. Applicable tax amount must be clearly stipulated and separated from the base costs.

Financial proposal should not be part of the technical proposal; it should be a separate document.

  • A cover letter outlining the suitability of the consultant in undertaking the TVET curriculum review. (Not exceeding one page)
  • Consulting firm profile (Not exceeding 3 pages)
  • Up to two-page statement of capability (referencing the selection criteria) and the approach to be take in undertaking this assignment
  • Clear work plan including time frames for the curriculum review.
  • Detailed CVs of key personnel (including any formal qualifications) should be provided
