Organization Context
FCA has been working in Myanmar since 2008. Currently our operations shift from a strong development focus towards humanitarian action. We have in the last two years established presence in Kachin, Rakhine, Taungoo and Mawlamyine. Our thematic strengths are in Education in Emergencies and Livelihood, especially using cash programming. FCA would like to design a proposal to strengthen rural civil society’s role in local development in Myanmar for consideration by the European Union
Duties and Responsibilities
The position will support FCA in the design of the proposal documents:
- deliver one (1) fully developed project proposal (along with all necessary and related annexes)
- ensure that the fully developed proposal is in line with the strategies and priorities of European Union
- develop a proposal whose approach, methodology and roles have been shared and agreed with partner involved in the implementation of the project
Impact of Results and Deliverables
This consultancy will help ensure that the proposal is technically sound, in line with donor regulations, international best practices as well as the local context. The overarching impact would be to help ensure the successful submission of the proposal.
Competencies
FUNCTIONAL COMPETENCES
- Substantive experience and record of accomplishment in the area of civil society cpapcity building in preferably in Myanmar.
- Demonstrated proposal development skills.
- Familiarity with donor processes and approaches, preferably European Union.
Recruitment Qualification
Education:
A Master’s Degree in international development, integrated rural development, or public policy/social science discipline with a specialization in civil society or a similar qualification.
Experience:
- Ability to distill highly technical material into easily understood narratives
- Successful proposal design and submission track record
- Knowledge of project cycle
- Ability to be flexible and respond to changes as part of the review and feedback process
- Robust previous experience in writing proposals for INGOs
- Understanding of civil society sector sectors in Myanmar
- Strong interpersonal skills
Language Requirement:
Fluency in written and oral English is essential.

Selection criteria and submission requirements
Selection Requirements:
- A cover letter of no more than 2 pages, including details of previous EU proposal writing qualifications meeting the service requirements
- Curriculum vitae (maximum 3 to 4 pages highlighting work experience and relevant qualifications)
- Financial offer/cost proposal, detailing the all-inclusive daily rate. Compensation will be commensurate with relevant experience.
- Full contact details of at least two relevant referees from among recent clients
- Two consistent writing samples. The samples should be between 1,000 to 2,000 words. The samples must be written by the applicant; co-authored samples are not acceptable
- Short-listed candidates might be asked to take a two hour writing test. The test can be taken remotely and submitted via email
