Asian Disaster Preparedness Center

Purpose and Objectives: ADPC is an autonomous international organization with a vision to reduce disaster and climate risk impacts on communities and countries in Asia and the Pacific by working with governments, development partners, international organizations, NGOs, civil society, private sector, media, and other key stakeholders.

Established in 1986 as a technical capacity building center, ADPC has grown and diversified its expertise across social and physical sciences to support sustainable solutions for risk reduction across a broad range of specialist areas. With over 100 staff from 19 different nationalities and a wide range of professional expertise from atmospheric scientists to social scientists with experiences from all levels of engagement typically required for Disaster Risk Reduction (DRR) and Climate Resilience (CR) in an effective manner. ADPC is a competent regional resource center and has seven thematic departments: ADPC Academy, Risk Governance, Climate Resilience, Urban Resilience, Health Risk Management, Preparedness for Response and Recovery, Geospatial Information. These are supported by Finance, Human Resources and Administration, and Strategic Planning departments. In addition to the departments, ADPC works on three cross-cutting themes: Gender and Diversity, Poverty and Livelihoods, and Regional and Transboundary Cooperation through permanent working committees.

ADPC Strategy 2020 guides the organization in providing comprehensive risk reduction support to countries and communities in Asia and the Pacific. ADPC recognizes the importance of examining the linkages between disaster risk management, poverty reduction, gender equality, sustainability, rights-based approaches, climate change and regional cooperation.

Under the ADB funded Project title mentioned above, the main objective is to address the needs of the Association of Southeast Asian Nations (ASEAN) Secretariat and its member states to implement the ASEAN Agreement on Disaster Management and Emergency Response (AADMER) Work Programme 2021-2025, particularly supporting increased cooperation and enhancing capacity on disaster risk management of the ASEAN and its member states. The project has two main expected deliverables as follow:

(i) Regional/multi-country scenario planning and risk assessments on two key transboundary hazards, to be selected, such as flood, drought, tsunami, tropical cyclone, earthquakes, volcanic eruptions and heatwave events, with integrated climate change scenarios for each hazard, and

(ii) National action plans to support the implementation of the ASEAN Declaration on the Strengthening of Adaptation to Drought in two developing member countries (DMCs), to be selected. Under this ADB funded project, ADPC is requesting a consultancy services to complete the development of regional/multi-country scenario planning assignment.

Expected Outputs:

The following outputs are expected from the assignment.

  1. A compendium of the existing regional and national policies, plans and strategies for disaster risk management (related to drought and storm) including past and ongoing initiatives being undertaken by other multilateral and bilateral development partners in this ASEAN Member States.

2. A gender and socially inclusive disaster risk-based scenario planning report (for drought and storm)

Responsibilities and Tasks:

The Consultant is expected to:

1. Review existing regional and national policies, plans and strategies for disaster risk management including insurance, past and ongoing initiatives being undertaken by other multilateral and bilateral development partners in this ASEAN Member States;

2. Develop a gender and socially inclusive disaster scenario planning (based on the gaps finding from the reviews and also considering the drought and storm risk outputs developed under this project).

Working Principles:

The consultant will be reporting to the Program Manager – Risk Assessment who will be working under the close guidance of Director of Geospatial Information, ADPC. The contract will be managed by the Geospatial Information Department of ADPC.

Qualifications:

The consultant is expected to possess the following qualifications.

1. Familiarity/knowledgeable about the subject matters, e.g.: disaster risk assessment and management, climate change, scenarios planning, and other relevant subjects

2. Having extensive experiences working /developing disaster risks-based scenarios planning (preferably drought and storm risks-based scenarios planning) in Asia.

3. More than 7 years of experience in providing similar assignment (relevant to the subject mentioned above).

Duty Station:

The consultancy will be home-based. No other cost in connection with the provision of services under this contract that will be provided for the Consultant other than professional fee as stated above.

Duration:

12 September to 30 December 2022 (intermittent, output-based)

The payments will be made based on completion of outputs
