I – Back ground and CONTEXT OF THE INTERVENTION IN KACHIN
Humanity & Inclusion (HI) is an independent and impartial aid organization working in situations of poverty and exclusion, conflict and disaster. HI works alongside people with disabilities and vulnerable populations, taking action and bearing witness in order to respond to their essential needs, improve their living conditions and promote respect for their dignity and fundamental rights. HI works to meet the needs and defend the rights of children, women and men with disabilities. In emergency, Hl’s mandate widens to target the most vulnerable groups within any population taking gender inequities into account – from isolated rural communities, to people with disabilities, to excluded minority groups – to ensure their equal access to appropriate relief aid.
HI reopened its mission in Myanmar in 2013 after a short-term intervention during Nargis Cyclone in 2008. Since then, HI has expanded its activities promoting inclusion and responding to the needs of persons with disabilities, including landmines victims, in Ayeyarwaddy, Mandalay, Yangon, East Bago Regions as well as in Kayin, Rakhine and Kachin States. HI has signed a MoU with both the Ministry of Social Welfare and the Ministry of Health and Sport. HI has five offices, the main one in Yangon and bases in Hpa’an covering the South East, Myitkyina for Kachin and one in MaeSot and one in Sittwe for Rakhine project. HI’s programme strategy is built around 3 pillars:
1/ Armed Violence Reduction (AVR) including Victim Assistance and community-based Risk Education;
2/ Inclusion with projects covering: support to Disabled People Organisations and promotion of Rights; inclusive Disaster Risk Reduction, Growing Together; Disaster Safe Hospital Initiative; inclusive livelihood;
3/ Health and Rehabilitation with project covering psychosocial and physical rehabilitation

HI started intervening in Kachin in November 2017 with activities targeting people with disabilities living in IDPs camps fleeing the conflict areas. HI has objectives of promoting disability inclusion in humanitarian assistance while also providing direct assistance to persons with disabilities in Myitkyina, Waingmaw, Moemauk townships,Kachin State. Currently, HI has been implementing a project entitled: “Multisectoral Support to improve resilience and living conditions of the most vulnerable Persons with Disabilities in Kachin State”” in 17 IDP camps and 1 host community in existing and new intervention areas located in Myitkyina, Waing Maw and Moemauk township , in partnership with KDG with the funding of MHF.
The project aims : 1)to support the persons with disabilities and their caregivers to improve their emotional and physical wellbeing by providing physical and functional rehabilitation services , MHPSS counselling session 2) to improve the awareness and information on needs of persons with disabilities by disseminating IEC materials and conducting sensitization sessions in community level , providing technical support to others actors in KACHIN on disabilities mainstreaming 3) to improve health of persons with disabilities in targeted camps and host communities by providing health referral services support 4) to cover the immediate foods needs of the vulnerable households with persons with disabilities affected by crisis .
To achieve above stated outcomes, HI is looking for an consultant to conduct needs assessment of targeted populations on identification of Persons with Disabilities, including Barriers & Facilitators and Socio-economic conditions which will be carried out in Waingmaw and Moemauk townships at project intervention IDP camps and host communities

II – OBJECTIVE(S)
The main objectives of this assessment is
• To identify the specific needs of displaced persons with disabilities and ensure the project design meets these needs
• To identify persons with disabilities facing limitations in their ability to participate fully in society
• To collect data related to socio-economic conditions and relevant complementary information through camp committee level, household level and individual level to assess on their level of access to services and potential needs for food security, physical and psychosocial well being and protections.
The consultancy services need to be based at the location where the data collection will be conducted.

III. ROLES AND RESPONSIBILITIES
1.Study design finalised
• To review the existing data collection tools and adapt to local contexts in accordance with the assessment locations.
• In close collaboration with D&I unit and HI technical and MEAL unit and finalize on study design and methodology.
2.Train the enumerators on the data collection and guide them during carrying out data collection
• Develop selection criteria for enumerators together with HI and partner team and select enumerators based on it.
• Adapt and provide the training materials in Burmese, Jinghpaw and English versions (PowerPoint presentations, trainees handouts, tools, forms, pre-test and post test.)

Train the enumerators on the qualitative and quantitative data collection questionnaires, methodology and guide them through out the process of data collection to make sure they are well trained to take quality data collection.
• In the close collaboration with the project team, lead the key informant interview and focus group discussions with the stakeholders in targeted interventions.
• Household interviews, Focus Group discussion (FGD), Key informant interview tools will be used to collect qualitative and quantitative data. It is anticipated that data collection will take 15 days.
• Ensure quality data collection through close collaboration with the project and MEAL teams by taking the lead in data collection, monitoring results on a daily basis, and propose changes if needed.

  1. Final analysis report and assessment findings Report, Study findings disseminated to HI and partner
    • Identify people who have functional limitations through WGQ.
    • Develop the detail report of the findings at least covering the introduction, methodology, results, discussion, conclusion and recommendation.
    • Share first draft report with HI project team , technical and MEAL Unit , collect feedback and finalize a report.
    • Submit final ready of a report to share with wider stakeholders.
    • Develop recommandations for Food Security support and barriers removal activities to be prioritized for project implementation.
  2. IV – DELIVERABLES
  3. 1. Inception report with detailed methodology, data collection and analysis plan and work plan which will be validated by the steering committee prior to the launch of the actual assessment.
    1. Progress report of the assessment to allow feedback, questions and HI team prior to finalization of report.
    2. Lists of identified people who have functional limitations through WGQ
    3. Final assessment report. The report should be written in simple English language and must be comprehensive: detail information could be kept in appendices. The final report should be edited professionally incorporating all comments and corrections. Completed checklists, questionnaires, and photos should be kept in annex. The report should be structured as below.
      ▪ Executive summary
      ▪ Context
      ▪ Description of Program
      ▪ Objectives of the assessment
      ▪ Methods and limitations
      ▪ Detailed findings and analysis in response to the assessment
      ▪ Conclusions and recommendations
      ▪ Annexes
    4. Presentations of preliminary findings of the assessment to HI team and partner consulted during the data collection.
    5. V – TIMELINE
      The applicant shall provide an indicative activity plan including number of working days for the assessment in Feb-March. The applicant will submit assessment progress report 10 days after the start of the assessment/contract and final reports to be submitted within 5 days after assessment completion in the field. Following the submission of the final assessment report, the applicant will have produced clear findings and concrete recommendations on food security and barrier removal actions.
    6. VI – BUDGET
      The applicant shall provide a detailed financial offer including all costs related to this consultancy with detailed breakdown including applicable taxes. The consultant will be responsible financially for recruiting enumerators and organizing training too.
      HI will not cover any additional payment apart from consultancy fees.
      VII – SELECTION CRITERIA

      • Qualifications: 70%
      Required skills & Experience:
      -University degree in Anthropology, development studies, Social Science or relevant field
      -Experience in operational research, qualitative and quantitative methodologies related to disabilities barriers assessment and socio-economic conditions.
    7. Sound knowledge on the access to inclusive services focusing on persons with disabilities.
    8. Experience working with people with disabilities in IDP camps and host communities.
    9. Speak fluently in Jinghpaw, Burmese, and English.
      Preferred skills & experience:
    10. Master or Post Graduate Diploma in a related field
    11. Preferable at least 2 years of experience in Disability & Inclusion related analysis and data collection.
      Competencies (knowledge, skills required for the job)
    12. Define detailed plans for research and monitor implementation
      -Develop good relationships with local partner
    13. Coordinate with HI specialists for the technical support
    14. Mentor project assessment team in data collection and management processes
    15. Present research findings to HI and partner.
    16. Capacity and willingness to travel within Kachin for field visits
    17. Flexibility and capacity to adapt to an evolving context.
