Introduction

The International Rescue Committee, Inc. (IRC) is a non-private international, nonsectarian, voluntary organization providing relief, protection and resettlement services for refugees and victims of oppression or violent conflict. IRC has been working in Ethiopia since 1999 and IRC Ethiopia Program is currently operating in Benishangul, Tigray, Gambella, SNNPR, Somali, and Oromia regions on refugee assistance and livelihood.

We are seeking the expertise of a consultancy firm to conduct the final evaluation of the BHA-funded Multi-Sectoral Emergency Support Project in Tigray and Amhara Regions, Ethiopia. This project, implemented by the International Rescue Committee (IRC), aimed to provide critical support to conflict-affected local communities and internally displaced persons (IDPs) in the region. The evaluation will assess the project’s success, impact, and effectiveness in achieving its objectives, using the Development Assistance Committee (DAC) Criteria. The findings of this evaluation will play a crucial role in informing future humanitarian efforts in the region.

As a consultancy firm, your responsibilities will include:

  • Conducting a comprehensive final evaluation of the Multi-Sectoral Emergency Support Project.
  • Assessing project achievements and impact, with a focus on DAC Evaluation Criteria.
  • Utilizing mixed methods, including quantitative and qualitative data collection.
  • Engaging with key stakeholders, including government officials, community members, and beneficiaries.
  • Developing evaluation tools and data collection procedures.
  • Presenting preliminary findings for validation and feedback.
  • Producing a draft and final evaluation report.
  • Disseminating findings to stakeholders in both soft and hard copies.

Technical Proposal:

Cover Letter: A brief introduction of your consultancy, outlining your suitability for the project, commitment to safeguarding, accountability, and ethical protocols. (1 page maximum).

Methodology: An outline of your approach to conducting the evaluation, including a draft methodology framework, sample size, quality assurance measures, proposed timeline/work plan, team composition (with CVs and certificates), and updated legal documents.

References: A brief description of your three most recent consultancy works, including the names, organizations, and contact information of the respective consultancy managers.

CVs: Updated CVs of all team members with detailed information on education, work experience, achievements, and consultancy work undertaken in the last two years.

Previous Work Certification: Proof of successful completion of similar evaluations or projects by your firm or team.

Recent Work Samples: As requested, you may be required to provide samples of final work products from recently completed consultancies.

Note: IRC may request additional documentation or information during the evaluation of proposals.
