Background

The Austrian Red Cross (AutRC) and the Rwanda Red Cross (RRC) have a long-standing partnership in implementing development projects in Rwanda, covering various thematic areas and approaches, such as community resilience, emergency medical services (EMS) and water, sanitation and hygiene (WASH). One of the approaches that AutRC has supported RRC with is the Model Village Approach (MVA).

The Rwanda Red Cross (RRC) launched the Model Village Approach in 2010 to address the development challenges of the country. The concept uses participatory approaches to transform a village using integrated multisectoral interventions. However, since its inception, the approach has not evolved to adapt to emerging challenges esp. in terms of climate change.

The AutRC and RRC are keen to further improve the model village approach by integrating climate action and incorporating new components. This includes reviewing the impact of the approach and identifying areas for improvement related to Climate action.

Additionally, the AutRC is planning to submit a project proposal to Austrian government. The program supports projects that address the adverse effects of climate change and promote viable pathways for low-GHG emission development. The projects should contribute to climate change mitigation, adaptation or both and generate tangible impacts at the local level, specifically focusing on the most vulnerable communities, especially local and indigenous communities, who are particularly exposed to the threats of climate change, and women, girls, and youth as integral agents in tackling climate change.

In this context, AutRC is seeking a consultant who will review the MVA approach with a climate lens and develop a framework for a community-based project with climate rationale for submission to a government donor.

Objectives and Tasks

The purpose of this consultancy is to review the existing RRC model village approach and incorporate climate action, and to develop a project funding proposal with a robust climate rationale and in line with donor requirements in collaboration with AutRC and RRC.

Specific Objective:

  • Analyses of Rwanda’s most important adverse effects of climate change, adaptation needs and gaps
  • Analyses of the RRC community resilience approach and how it can incorporate climate change adaptation and mitigation needs in a more streamlined and improved manner
  • Design for a new project proposal, including logframe and narrative

Tasks:

  • Conduct a desk review on the Model Village Approach as implemented by RRC in Rwanda, based on its relevance for climate change adaptation and mitigation, plus linking to country wide climate change adaptation needs and plans and highlighting gaps and synergies.
  • Undertake a field assessment in Rwanda for gathering firsthand data on effects of the MVA on climate change adaptation and mitigation, in the context of the wider needs and national plans/ strategies.
  • Provide clear analyses of climate change adaptation and mitigation successes and gaps of the MVA of RRC and concrete measures for improvement.
  • Gather relevant data for designing a proposal for a government donor.
  • Review an already existing proposal and assess the indicative activities, to determine if they are the most viable way to achieve the climate related objectives and identify and suggest improvements.
  • Develop a project logical framework with anticipated activities, outputs, and outcomes linked to objectives in the Call for Proposals with feedback loops with our Country Representative in Rwanda and Institutional Funding Advisors in Vienna.
  • Put into context the project in relevant climate-related national plans and strategies, NDCs, NAPs and in accordance with the OECD-DAC Climate Markers.
  • Identify relevant and complementary initiatives and approaches being implemented by the government, civil society organizations and development partners in Rwanda.
  • Provide inputs to a full proposal based on the agreed intervention logic, analyzed needs and gaps, full consideration of the RRC model village approach and national context.

Deliverables:

  • Field Assessment Report
  • Analysis of desk review report on MVA and its synergies & gaps in regard to national Climate Change Adaptation Strategies of Rwanda
  • Develop a brief concept note (approx. 5 pages) and logframe (intervention logic, indicators, risks & assumptions)
  • Inputs on full proposal development
  • Final presentation and meeting

Duration and Activity Plan

  • Desk review: deadline March 16. 2024 / 3 days
  • Expected travels to Rwanda: approx. March 18.- 29.2024 / 10 days
  • Draft analysis report from field assessment and draft logframe: deadline April 4. 2024 / 4 days
  • Finalized documents including concept note (5 pages) and logframe: deadline April 11. 2024 / 4 days
  • Provision of input in development of full proposal: approx. April 11.2024 – April 29.2024 / 5 days

Profile

  • At least five years international development experience in relation to climate action
  • Experience developing or refining climate rationale proposals including risks, impacts and vulnerabilities
  • Experience in designing and managing climate mitigation/adaptation projects in Rwanda or the Eastern African region
  • Strong written and spoken command of English as contractual and working language
  • Experience in a Red Cross/Red Crescent National Society, IFRC or ICRC is an asset
