Consultancy – Reviewing the SIDA Research Report and Development of a Policy Brief

In November 2022, Alert embarked on a research on Gendered Impact of Climate Change and Natural Resources Management on Livelihood, Conflict and Criminality in North-Western and North-Central States in Nigeria.The purpose of the study is to explore how climate change impacts livelihood, criminality, and conflict (including violent extremism) in Northcentral and Northwest regions of Nigeria with a gendered lens. The data collection and analysis were undertaken by engaged consultants with technical support from Alert’s Climate, Natural Resources Management (NRM) & Peace Unit. The geographic scope for the research within the North-Central and North-Western Nigeria are Benue and Sokoto state respectively.

Assignment

IUWith the report now prepared, International Alert is seeking a Peer Reviewer to review the report and produce a policy brief for dissemination and advocacy. The specific tasks the consultant will be required to undertake include:

  • Review the final report and provide feedback/comments to improve the quality of the report.
  • Facilitate an internal meeting with the Nigeria team and determine the recommendations of the brief.
  • Provide an outline of the policy brief’s structure and key messages/points for the first review.
  • Carry-out an additional (validation) research, including desk research and select KIIs.
  • Based on the report, prepare a draft version of the policy brief, and share with Alert for input/feedback before finalising the brief
  • A full draft of the policy brief for the second review, incorporating feedback from the first review.
  • Submit the reviewed report and the final draft of the policy brief.

Deliverables

  • Reviewed full report to improve on the quality of the original analysis.
  • Final policy brief maximum 8-10 pages summarizing key findings and providing broader/additional recommendations for external actors (Nigerian business sector actors, peacebuilding organizations and peace practitioners and international donors) based on the analysis of the full report. The guide as to the format of the policy brief is contained in the addendum.

Person Specific/Qualification

  • Master’s holder with over 10 years’ experience in peacebuilding, gender studies, climate change, natural resources management, conflict, and criminality in Nigeria.
  • Member of Associations related to gender studies, climate change, and conflict resolution in Nigeria.
  • Experience in research papers or policy briefs related to gender, climate change, and conflict in Nigeria.
  • Proven track record of handling similar jobs.
