Consultancy – Review of Country Strategy 2030 of Plan International Bangladesh

Plan International Bangladesh launched its fifth country strategy CS2030 in 2020. The vision set in this country strategy is ‘We will partner to empower girls and young women, to be heard, to live without fear of violence and to achieve their rights’. And the specific impact goal has been set as ‘By 2030, children and youth will be recognised as leaders of change in gender norms and make informed decisions about their lives.’ Plan International Bangladesh in its fifth country strategy committed to supporting children and youth, especially girls and young women, throughout their journey from childhood to adulthood, facilitating their stated wish to become active citizens and contribute to the economy of the country. Three thematic areas- LEAD, SOYEE and SRHR have been prioritised in CS2030. As per the three priority areas, three strategic objectives have been set: Strategic Objective 1: Empower children and young people as drivers of systemic change to gender norms and power relationships; Strategic Objective 2: Promote an enabling environment for girls and young women to realise their sexual and reproductive health and rights and to live free from violence; and Strategic Objective 3: Raise public and private sector support for young women to access decent work opportunities in the twenty-first-century labour market and have control over resources.

Since the launch of CS2030, there have been changes in the internal and external context. The COVID-19 pandemic impacted every sector of not only Bangladesh but also the whole world. The Rohingya crisis remains with new challenges, the Ukraine crisis shifted the focus of the donors, and Plan International launched its new global strategy 2022-2027. With these changed contexts Plan International Bangladesh is initiating a process to review its current country strategy to align it with the current changed context.

Purpose of the review

The overall purpose of the interim and light touch review of the country strategy 2030 is to assess the relevance of the current strategy against the changed and emerging context at various levels and to recommend necessary changes in the strategy to remain relevant, and be highly effective as a leading girl’s rights organization in the internal and external context of country, region and global.
