1) Background and justification ACF guarantees the transversality and integration of gender and protection in all its sectors of intervention. ACF is committed to ensuring the transversal integration of the two approaches as an essential strategy for guaranteeing food security and eradicating hunger. Gender inequality and protection risks, such as neglect, discrimination, abuse, exploitation and violation of rights, are likely to prevent people from satisfying their needs and fully enjoying their rights, particularly with regard to access to water, food, health, property, etc. As part of its gender equality policy and its protection policy, and through the PIINS methodology, ACF aims to strengthen its fight against hunger by identifying protection and gender-related risks and threats, in order to help establish a protective environment and enable populations affected by disasters and conflicts to meet their needs and enjoy their rights. ACF is committed to providing a holistic response that takes into account specific protection needs. This consultancy aim at revising and co-developing 3 training modules designed to train ACF teams at global level on the following themes: – Gender and protection (intersectional approach) across the project cycle – ACF methodology for the Integration of protection – Gender Based Violence

2) Objectives.The main objective is to develop training modules on protection and gender for teams from different sectors that do not offer protection or gender (Water Hygiene Sanitation, Health Nutrition, Mental Health and Psychosocial Support, Food Security and Livelihoods) in order to provide them with basic knowledge on the following topics:

– Gender equality and the intersectional approach – Protection Mainstreaming – Gender-based violence (GBV) – Integrated Protection and ACF Methodology to integrate protection In coordination with the gender and protection team, the objectives are as follows: Specific objectives : – Review existing ACF training modules – Restructure the content of training courses and develop modules that are complementary to the training pathway – Provide basic information on gender equality, GBV, on protection mainstreaming and the methodology for the integration of protection – Develop training modules tailored to the target audience and in line with the sectors in which it operates. – Develop a trainer’s guide and a learner’s guide. – Working in coordination with the Protection and Gender team and with a training referent for the pedagogy/Andragogy aspect. – Develop a methodology that takes into account the needs of the target audience (programme team, andragogy)

3) Expected Deliverables The expected results are as follows: – A module on gender and protection mainstreaming in humanitarian programmes (gender principles, gender (concepts, gender and protection in the project cycle, concrete examples, practical application, reflection exercise, knowledge of indicators, etc). – A module on GBV prevention and mitigation (concepts, GBV prevention and mitigation in the project cycle, concrete examples, practical application, reflection exercise, knowledge of indicators, etc.) – A training module on the integration of protection and the PIINS methodology (step-by-step methodology, concrete example, practical application, reflection exercise, knowledge of indicators, etc.). – A trainer’s guide for each module – A learner’s guide for each module

4) Duration of consultancy The duration of the consultancy is to be determined according to the needs assessed. An initial consultancy period of 10 working days is proposed. The preferred start date will be 1st November 2023. Deliverables are expected by 31 December 2023.

5) Work Relation The consultant will work in close collaboration with the Gender and Protection Technical Advisor and the PIINS Project Coordinator. Coordination will be required between the Consultant specialized in transversal and integrated Protection and gender and a person in charge of pedagogical engineering.

6) Consultant profile : – Education: University degree (minimum BAC+5) in social sciences, gender studies, human rights or any other related field; – Experience: Minimum 5 years’ experience in the field of protection and gender in humanitarian and/or international organisations, with experience in capacity building, training development and field experience; – Experience in training or working with staff from other sectors : WASH, FSL, Health, MHPSS; – Language: Fluent in French and/or English
