Introduction and Background

Habitat for Humanity Internationally (HFHI) has worked in the residential energy efficiency (REE) for low-income housing and energy poverty sector in Central and Eastern Europe for over 12 years. Some of the highlights can include an USAID funded project REELIH – Residential Energy Efficiency for Low Income Households (https://getwarmhomes.org/our-approach/) and Horizon 2020 funded project ComAct – Community Tailored Actions for Energy Poverty Mitigation (https://comact-project.eu/) . HFHI looks to build on the success achieved through ComAct and expand to new geographies through submitting a follow up proposal to proposal to EU’s LIFE Program: Addressing building related interventions in vulnerable districts, TOPIC ID: LIFE-2022-CET-ENERPOVFunding & tenders (europa.eu).

HFHI is seeking to engage a consultant to lead, facilitate and manage the proposal development and writing with HFHI and other consortium members. The deadline for submission of the proposal is November 16, 2022.

Key deliverables by the Consultant

Preparation

  • Pre read of all relevant internal materials
  • Interviews with HFHI internal stakeholders and consortium partners

Development of Project Design

  • Coordinate/facilitate a project design workshop and subsequent regular calls with key HFHI internal stakeholders and key consortium partners (already identified)
    • Develop draft project intervention logic
    • Agree on project geography – including existing geographies from ComAct and selecting new ones
    • Map out additional consortium partners (especially for new geographies)
    • Prepare a timeline for development of the proposal, including roles and responsibilities for HFHI and consortium partners

Development of LIFE proposal – using LIFE guidelines and templates

  • Develop full proposal (including budget, narrative and annexes)
  • with HFHI Global Foundations, Organizations & Institutions ( GFOI) team develop proposal development timeline/roles and responsibilities ensuring compliance with LIFE proposal guidelines
  • coordinate regular meetings and calls among partners
  • coordinate a wider consortium workshop
  • consult regularly with the lead applicant

Other

  • Provide ongoing guidance and advice to the entire proposal development team on LIFE guidelines

Deliverables

Full proposal with budget and annexes.

Timeline and conditions

To be defined in contract. The contract is to start by July 15 and finish by November 30, 2022.

Approximate number of working days: 20-25 working days

Selection criteria

All proposals will be evaluated systematically, based on the following prioritized list of our key evaluation criteria:

  • Proven experience with complex EU proposal development and writing
  • Proven experience of facilitating multi-partner and multi-country consortium proposal processes
  • Track record of EU and other significant institutional grant proposal successes
  • The best value for money offer
  • Knowledge of EU energy policies is an advantage
