  1. Background

Naseej project aims to connect voices and action to end violence against Women and girls in the MENA Region. The project is funded by the EU and implemented by Oxfam in Iraq, OPT, and Yemen. The project supports women’s and girls’ rights to live free from violence across all spheres of life. Within the project, nine Women’s Rights Organizations and Civil Society Organizations are receiving financial and technical capacities to support SGBV survivors, promote change in social norms, foster gender inequality, and lead advocacy activities to influence policy-making on gender-based violence.

The project activities include prevention and response to GBV, such as legal support and consultation, Women’s economic empowerment, awareness-raising activities, and psychosocial and health support. In addition to providing safe spaces for women and girls to discuss SGBV and seek peer support, work with women and girls as agents of change within their communities to challenge gender and social norms that perpetuate SGBV and address harmful notions of masculinity. In addition, the project included advocacy campaigns on a national level, focusing on amending and adopting the Anti-Domestic Violence Law and amendment for the Juvenile Welfare Law and the Homeless Rehabilitation System. Furthermore, providing capacity-building training for partners on GBV, SGBV standards, and other technical capacities related to organizational development.

  1. Purpose and objectives

Within the project scope, Oxfam in Iraq plans to produce a video documentary for the Naseej project. As part of this assignment, Oxfam in Iraq is looking for a production studio or film director/producer to produce a video documentary to cover all the pre-production and post-production work.

The overall objective of this assignment is to produce a video documentary to capture and document the impact of the project activities. The video is a key output that must highlight learning, achievements, and success stories from members from the grassroots, partners, beneficiaries, and women leaders working to fight GBV, with a specific focus on Diyala, Anbar, and Baghdad.

A video production company or freelancer video makers are welcome to apply for the assignment.

  1. Scope and methodology

To achieve the desired product the service provider is expected to implement the following:

  • Develop the video’s overall concept and scenario in collaboration with the Oxfam team, including the script and storyboard to be used in the shooting and production of the documentary.
  • Conduct field interviews in (Baghdad, Diyala, and Anbar) with WRO team members, beneficiaries, and stakeholders.
  • Present a draft video documentary to Oxfam for review and comments.
  • Incorporate the comments and feedback from Oxfam and produce a final 5-minute video documentary, and derive/extract a one shortened video “1:30” minutes duration” for social media.
  • Embed subtitles in the video as needed, and identify interviewees’ names and positions, locations, and any relevant details.

Note: Oxfam in Iraq will provide a consent form to the consultant to be signed by all interviewees and people who will be appearing in the video. The consultant is responsible for sharing the signed forms with Oxfam team once the interviews are finalized.

  1. Guidance on the documentary interviews and questions

The following questions are for the interviews with WROs:

  • What are the main activities implemented by your organization under the project?
  • What significant changes, impacts, successes, and development happened to your organization’s growth and employees’ capacities during the project life?
  • To what level has your intervention impacted the life of beneficiaries and women who suffered from different forms of GBV?
  • What challenges did your organization face when working on the Naseej project, and how did you overcome them?
  • How did the community respond to your intervention?
  • How was your organization could overcome these challenges?
  • To what level does your organization think the importance of such intervention like the Naseej project?
  • How would you like to see and imagine the future of women in Iraq?
  • What are the messages you want to send to the world and the audience?

Interviews for beneficiaries and women who benefited from the Naseej project intervention:

  • How did you hear about the project activities? And what was your involvement in the project activities? What service did you receive under the project?
  • How did the project impact your life? (For women who participated in livelihood and vocational training).
  • To what level do you think the importance of such intervention in your life and for women in Iraq? (Question for agents of change and women who participated in awareness raising or vocational training)
  • If you want to say a word or send a message to yourself and other women and community members, what would you like to say?

Note: the consultant is encouraged to add a question to the suggested ones above.

  1. Timeframe

The consultancy shall be for a duration of 15 –20 working days from the date of signing the contract and shouldn’t go beyond15t h January 2023.

  1. Supervision and Management

Naseej Project Manager, and the Policy, Advocacy, and Communication team will provide technical and supervision of the assignment.

  1. Logistics and Constraints

Oxfam will be responsible for:

  • Actively engage with the consultant during the story board, scenario development, and work plan.
  • Oxfam will provide the consultant with the questions and any relevant needed materials.
  • Work with the consultant in identifying individual information, location, names, and positions.
  • Reviewing the final film production draft and providing feedback.
  1. Knowledge and Experience of the Consultancy firm/individual

The following key technical requirements will be taken into consideration when assessing consultants’ technical competencies:

  • Must have more than 3 years proven experience in film production and similar products.
  • Extensive experience in producing similar work-related documentaries and videos for organizations with the aim of reaching out to both local and international audiences.
  • Excellent technical capacities and abilities to produce full High-Definition video to ensure high quality of production.

How to apply

Interested individuals or consultancy firms, with relevant experience and skills based on the ToR, can submit their Expression of Interest (EOI), including the following:

  1. Cover letterof no more than 1 page introducing the consultant/company and intention to deliver the assignment. The cover letter should also indicate the consultants’ availability for the proposed period.
  2. The technical proposal should provide details on the proposed methodology responding to the ToR and the deliverables; capacity in line with the competencies required for the assignment, including references to experience with similar assignments and providing relevant work samples; CVs of the consulting team directly involved in the assignment, including their specific roles; and three professional referees. A technical proposal should not be longer than 5 pages, excluding annexes, and should include examples/samples of previous similar work.

  4. The financial proposal includes a one-page budget of the offer, covering all major anticipated costs. An accompanying work plan must be submitted too.
  5. Statement on the willingness to follow Oxfam’s Code of Conduct and guidance regarding safe programming.
