Summary

InterAction is soliciting Expression of Interest (EoI) from consultants to develop an online curriculum on the Settlements Approach Guidance Note [https://bit.ly/32Py6Bs], as well as the case study compendium [https://bit.ly/33bMEet].

Background And Objectives

The Urban Settlements Working Group (USWG) aims to identify best practices and lessons learnt within the humanitarian response. It promotes multi-sector multi-stakeholder, whole of population approach in socially defined areas to increase impact and efficiency humanitarian responses. The USWG will continue to develop and promote best practices and tools to assist agencies. The proposed online training is one of the tools that will be available for practitioners, policy makers and donors to understand and apply the concepts in the Guidance note.

This USWG was formed and managed by Impact Initiatives (IMPACT), Catholic Relief Services (CRS) and InterAction, currently hosted under the Global Shelter Cluster, with over 50 agencies regularly participating in webinars, case studies, and consultations.

The course should improve the awareness and potential adaptation of humanitarian assistance by applying the Settlements Approach. It should clearly demonstrate the positive impacts of multi-stakeholder, multi-sectoral collaboration to the learners and their organizations. The course will cover and address all phases of the humanitarian response contexts and timeline, including preparedness, response, recovery, and coordination.

NOTE: The online course development will consist of curriculum development, graphics design, and Online Articulate Software development. This consultancy is for converting the curriculum into an articulate online course in LMS platform.

Specific Tasks

  • Work with Curriculum Development Consultant and provide appropriate guidance for developing the course content
  • Provide sample templates for developing curriculum/slides and graphics
  • Review the provided curriculum and provide course contents (PowerPoint slides, references, and session audio files)
  • Provide appropriate guidance and format for graphics, audio, and video to be incorporated
  • Once the curriculum is developed, ensure it is accurately captured within the course
  • In consultation with InterAction, identify voice narrator and incorporate narration accurately.
  • Reference appropriate text, documents, and links (from the transcript and reference materials provided) to match each learning
  • Incorporate brief voiceover script for each module from S&S experts as appropriate and in consultation with the curriculum development consultant
  • The course should be available on all appropriate platforms such as laptops and mobile phones (various PC browsers, iOS and Android).
  • Appropriate links and interoperability between the course and MS Office platforms (open text documents, open email in outlook)
  • Output must meet LMS training certification needs (to be defined).

Technical Requirements

  • The output file preferences may include SWF and/or iPad Player files. Meet all communication standard supported by the LMS (to be confirmed)
  • Options to make course meet SCORM 1.2, SCORM 2004, Tin Can API, or AICC.
  • The metadata that will be reported to the LMS for this course should meet DisasterReady.org standards and will be provided, including tracking options.
  • Consultant entity will assist the InterAction team by providing the relevant documentation and training technical requirements.

Qualifications

  • Previous track record of developing trainings for Non-profit and humanitarian organizations
  • Minimum 5 years of experience in online course development
  • Ability to incorporate branding requirements as set by InterAction
  • Flexibility to work across time zones and adopt to changing requirements
  • Available for review meetings with peer-review teams (3 meetings)
  • Ability to meet strict project timeframes and ability to work alongside of other consultants in this project

Period Of Performance

  • Initial discussion and design of formats will occur between March 2021 Jun 2021. The consultant will engage in at least one meeting with the curriculum developer. At the start of the process.
  • The substantial work will occur between Jun 2022 and Sep 2022, during which time the online course will be developed (based on curriculum slides provided)
  • Initial review and feedback will occur during Oct 2022
  • Final review and completion by Feb 2023
  • All timelines are subject to change based on mutual agreement

It is expected that the total course will be between 120 – 150 minutes long, with 5 modules. Number of slides is expected to be around 60 per hour but subject to change.
