Introduction

The African Union Inter-African Bureau for Animal Resources (AU-IBAR) is a technical office of the African Union Commission based in Nairobi; mandated to provide leadership in the development of animal resources for Africa. This is achieved by supporting and empowering the African Union Member States and the Regional Economic Communities (RECs).

AU-IBAR’s vision is of an Africa in which animal resources contribute significantly to integration, prosperity and peace. Founded in 1951 to study the epidemiological situation and fight rinderpest in Africa, AU-IBAR’s mandate has evolved to cover all aspects of animal resources, including livestock, fisheries and wildlife, across the entire African continent, and fills a unique and strategic niche by working at continental and regional levels, with the RECs being key partners.

AU-IBAR is an international organization which employs staff from the 55 Member States of the African Continent. Based on its mandate, “To support and coordinate the sustainable development and utilization of animal resources (livestock, fisheries and wildlife) to enhance nutrition and food security and contribute to the wellbeing and prosperity of the people in the MSs of the AU”, AU-IBAR staff work with various stakeholders to implement animal resource-based projects and programmes at regional and national levels. Knowledge and skills in results-based planning, monitoring, evaluation and reporting on the projects will go a long way to ensure proper implementation of the project and programmes delivery of desired outcomes.

In order to enhance the capacity of key AU-IBAR staff, AU-IBAR Human Resource and Administration Unit plans to engage a consultant to conduct a four (4) day training on Results Based Planning, Monitoring and Evaluation for project and programme implementation and reporting.

Purpose and Scope

The main objective of this training is to enhance the staff capacity in the area of Results-Based Management targeting the areas of planning, monitoring and evaluation of project results. The consultant is expected to design this training process and to assign time frames to it. To ensure sustainability and retention of knowledge, the training design should include extensive use of practical exercises, quizzes, and group-work

Specifically, the training should include the following:

  1. The culture for obtaining results

    • Theory of Change concept
    • Results-based Management (RBM) concept
    • Emerging concepts
  2. Planning for results

    • Theory of change approach:
      • Understanding the Problem Analysis,
      • Objective tree, and
      • Results framework
    • • The Logical Framework approach:
      • The results chain and formulation of the results framework;
      • Identification and definition of indicators along the results chain, and determining of baselines and targets
  3. Monitoring for results

    • Key elements to consider when monitoring of results including the use of results framework
    • Using results frameworks for results-oriented reporting
  4. Using Results Based Management

    • Applying knowledge, skills and learning to apply and modify programme / project results chain as necessary

Requirements

Qualifications And Experience

Lead consultant

  1. The lead consultant should have Advanced degree/ Post Graduate Diploma in Strategic Planning/ Monitoring and Evaluation or any other relevant with experience in results-based management training
  2. At least Eight (8) years proven experience of facilitating training sessions in Results Based Planning, Monitoring and Evaluation for medium and large-scale organizations.

Co-trainer

  1. The co – trainer to have an advanced degree preferably in Strategic Planning/ Monitoring and Evaluation / Business Management.
  2. Proven experience of Results Based Planning, Monitoring and Evaluation training.

In addition, the team should jointly have:

  1. Excellent facilitation and communication skills in English (oral and written)
  2. Excellent rapporteur and analytical skills necessary for capturing the reviews and suggestions that will emerge from the interactive sessions during the exercise
  3. Flexible nature and ability to adapt to changing directions/thinking that may occur during the training sessions
  4. Excellent interpersonal skills

Evaluation & Award Criteria

The applications will be evaluated on the basis of the relevant technical qualifications, experience and competence of the candidates. Applications received will be reviewed on the basis of the criteria below:

Duration and Management

The consultancy will be for four (3) days, under the supervision of the Snr. Human Resources and Administration Officer. The training will be provided online.

Budget

The estimated cost for this assignment IS US$ 5,000 which should cover all professional fees only for online delivery of the training including the costs of any material to be shared with the attendees.

This request for proposals is open to firms or a consortium of individuals submitting the proposal as a consortium. Applicants are invited to express interest in undertaking the prescribed work are to email and/or send hard copies of the following:

  1. Technical Proposal (clearly marked “Proposal Results Based Planning, Monitoring and Evaluation consultancy for AU-IBAR”) that will include:
    • Interpretation of the TORs
    • Methodology to be used in undertaking the assignment
    • Programmes, Time and activity schedule
    • Organizational and/or Personnel Capacity Statement
    • Relevant experience related to the assignment
    • Curriculum Vitae of the Team leader and any other team members
  2. Financial proposal not exceeding 2 pages (clearly marked “Financial Proposal for Proposal for Results Based Planning, Monitoring and Evaluation training for AU-IBAR”) that will include:
    • Consultant’s daily rates.
    • Any other related costs
