Caritas Switzerland has been working in Kosovo since 1999, focusing on social inclusion, rural development and rehabilitation. Based on the Strategy 2021-2025, our central themes are Income, Climate Change and Migration. Caritas Switzerland in Kosovo is implementing a highly regarded agricultural project which aims at contributing to the socio-economic development of the country by supporting farmers and the sector in income generation and new employment opportunities, funded by the Austrian Development Cooperation and Prishtina municipality. In particular, the EREA programme contributes to more sustainable and inclusive market systems by increasing the participation of producers and market actors and enhancing their income and productivity, thus contributing to poverty reduction for rural populations, particularly women and marginalized groups.

The main Objective/Purpose of this assignment is to equip the EREA programme/team with a well-defined set of Result Chains and a tailored M&E manual, both rooted in the MSD approach and DCED guidelines. These tools will enable the programme to systematically track, assess and communicate its effectiveness in achieving intended objectives throughout its implementation.

Deliverables and Timeframe
The activity will commence once the contract has been signed by both parties and will end by the end of 31.03.2024. For this activity, the consultancy amount shall not exceed 13`300 € unless negotiated in advance with the EREA Project Manager and approved by the Caritas Switzerland Country Director.

Qualifications:

  • Possession of an advanced degree (Master or Ph.D.) in a relevant field such as international development, agricultural economics, monitoring and evaluation, or a related discipline.
  • Demonstrated experience in designing and implementing M&E frameworks for international development projects, preferably in the agriculture or rural development sector.
  • Proven ability to align M&E methodologies with the DCED Standard, and familiarity with Market System Development (MSD) principles.
  • Sector-level experience in the fields of rural, market systems, and agricultural development.
  • Outstanding written and verbal communication skills in English, including the ability to convey complex concepts in a clear and accessible manner.
  • Strong facilitation skills and experience conducting training sessions for project teams. Ability to transfer knowledge effectively on topics related to M&E, Result Chains, and the application of DCED and MSD principles.
