Exploring Potential for Social Impact Investment as a model to deliver funds to generate greater Impact for HelpAge International

Introduction

Expressions of interest (EoI) are sought from consultants to conduct a feasibility study to explore Social Impact Investment as an income generating model to deliver funds for greater social impact.

As an international NGO and registered charity, HelpAge International currently derives much of its income from institutional sources such as bilateral and multilateral donors. However, the organization is committed to diversifying its income sources and building non-traditional streams such as commercial contracting, delivering consultancy services, and developing new types of partnership. Consultancy Purpose

The purpose of this assignment, is to undertake a feasibility study that provides the social impact investment landscape and recommendations on viability, scope, and appropriate vehicle/model to deliver social impact investment within the context of HelpAge International by: –

  1. Evaluating HelpAge’s organization model to establish how social impact investment might be relevant, building on current work and direction of the organization.

  2. Establishing the potential for HelpAge to deliver social innovations through social impact investment vehicles and funding.

  3. Desktop analysis and mapping, of successful social investment financing models in the not for profit sector which provide useful examples / learning for HelpAge International.

  4. Mapping out potential social impact investment opportunities for further investigation by HelpAge International.

  5. Providing recommendations and an implementation roadmap with timelines where possible and a risk-return profile analyses of the recommended approach/model to social investment for the organization.

Ways of working

The consultant will work remotely from a base of their choice. They will be expected to attend pre-arranged online meetings with the project lead and have other online meetings with a variety of stakeholders and informants, both inside and outside the organization.

The consultant will be accountable to the Business Development Advisor

Fees and timetable

Will be negotiated with the selected consultant. All applicants are asked to propose a day rate for fees, inclusive of VAT or other taxes. No other expenses will be payable.

This consultancy will start as soon as possible and is expected to involve 10 to 12 days and we are hoping to have all deliverable by the end of May 2022. The number of days will be agreed with the selected consultant along with key deliverables / milestones and target dates for these.

Selection criteria

Essential skills, knowledge and experience

· Expertise in Social Impact Investment and related initiatives

· Demonstrated experience consulting or working on socially innovative business models for the non-profit sectors.

· Ability to see the “big picture” of country, regional and global development challenges and identify private sector opportunities that can have transformative impact within the development sector.

· Strong analytical and planning skills.

· Understanding of NGO business models, processes, ways of working

· a short cover letter addressing the selection criteria above

· CV and references, with an example of recent work undertaken by the consultant in a similar or related area

· a proposal (max 3 pages) outlining the consultant’s understanding of the ToR and proposed approach, including anticipated challenges and the inputs/support that would be required

· a financial proposal with cost estimates including daily consultancy fees, inclusive of any statutory tax deductions required.

Submitted EoIs will be reviewed according to the above selection criteria, the suitability of the proposed approach and financial stewardship considerations. Final selection will be made by early (to insert date) following interviews with shortlisted consultants.
