With this consultancy, OCHA aims to start the conversation with donors on the concept of risk sharing and to ascertain donor’s perspectives and how to take the concept further.
The consultancy will have four main outputs:
– Guiding questions – to be developed and shared with donors in advance of the meeting
– Presentation – to be developed and presented at the donor accountability meeting
– Discussion facilitation – to encourage a variety of perspectives on the topic
– Action points – to help donors and OCHA take the concept further

Duties and Responsibilities
The primary objective of the consultancy is to present and facilitate a discussion on Risk Sharing with donors at the Donor Accountability meeting on Monday 26 June in Geneva, Switzerland.
Under the supervision of the Head of the Oversight and Compliance Unit, the consultant will perform the following duties:
- Develop a presentation for the Donor Accountability Meeting:
– Provide an overview on the concept of risk sharing.
– Provide an overview of the Risk Sharing Framework recently developed by various humanitarian stakeholders.
– Demonstrate how OCHA is incorporating many facets of the Risk Sharing Framework.
– What does the risk sharing concept mean for CBPFs.
- Develop guiding questions for donors to consider in advance of the meeting and facilitate a discussion.
- Present and facilitate the discussion at the Donor Accountability meeting on 26 June 2023.
- Based on the discussion, capture, and develop action points for OCHA and donors to take the concept/discussion further.
Qualifications/special skills
Advanced university degree (Master’s degree or equivalent) in political science, social science, public administration, international studies, economics, engineering, earth sciences or a related field is required. A first-level university degree in combination with qualifying
experience may be accepted in lieu of the advanced university degree.
Fifteen years of relevant experience in humanitarian assistance and development practice, in particular in project, operations and grant contract management is required, with demonstrated understanding of risk management, fraud, SEA and/or misconduct response in the context of humanitarian financing
Solid understanding of the humanitarian financing architecture, and the role of the OCHA-managed pooled funds therein, is rerquired
Strong analytic and writing skills.
Relevant working experience with the UN or NGOs is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For this position, fluency in English is required.
