Terms of Reference (TOR) for MMC Advanced Quantitative Research Analysis and Research Products
1. Who is the Danish Refugee Council?
Founded in 1956, the Danish Refugee Council (DRC) is a leading international NGO and one of the few with a specific expertise in forced displacement. Active in 40 countries with 9,000 employees and supported by 7,500 volunteers, DRC protects, advocates, and builds sustainable futures for refugees and other displacement affected people and communities. DRC works during displacement at all stages: In the acute crisis, in displacement, when settling and integrating in a new place, or upon return. DRC provides protection and life-saving humanitarian assistance; supports displaced persons in becoming self-reliant and included into hosting societies; and works with civil society and responsible authorities to promote protection of rights and peaceful coexistence.
The Mixed Migration Centre (MMC), as part of DRC, is a global network engaged in data collection, research, analysis, and policy and programmatic development on mixed migration, with regional hubs hosted in DRC regional offices in East and Southern Africa, West and North Africa, Asia and the Pacific, Europe, and Latin America and the Caribbean, and a global team based across Geneva and Brussels. MMC is a leading source for independent and high-quality data, research, analysis and expertise. MMC aims to increase understanding of mixed migration, to positively impact global and regional migration policies, to inform evidence-based protection responses for people on the move and to stimulate forward thinking in public and policy debates on mixed migration. MMC’s overarching focus is on human rights and protection for all people on the move.
Since 2014, MMC has been implementing its flagship 4Mi project, which aims to offer a regular, standardized, quantitative system of collecting primary data on mixed migration to establish a solid evidence base on the needs and protection incidents facing people on the move. 4Mi consists of a unique network of field enumerators situated along frequently used routes and in major migratory hubs. Field enumerators are trained and closely supervised and use a smart phone-based survey application to record and transmit completed interviews to regional 4Mi hubs for storage and analysis.
4Mi uses standard closed question surveys to invite respondents to anonymously self-report on a wide range of issues, including migratory drivers, means of movement, conditions of movement, the smuggler economy, aspirations and destination choices, and protection incidents. Over the years, in Eastern and Southern Africa, 4Mi has been active and has implemented data collection in Burundi, Djibouti, Ethiopia, Kenya, Somalia, South Africa, South Sudan, Sudan, Uganda, Zambia and Zimbabwe. 2. Purpose of the consultancy
MMC Eastern and Southern Africa | Egypt and Yemen, based in Nairobi, aims to hire a consultant for the following two assignments:
2.1 4Mi Borderlands analysis and infographic/snapshot production
Provide specific support on conducting analysis of 4Mi data, including 500 surveys to be collected in early to mid-2024. The surveys are to be collected in a so-called ‘borderlands’-area, and the analysis should focus on the particular intricacies and context with regards to mixed migration in the location(s) of data collection. The consultant will be responsible for analysing a set of cleaned data according to the MMC Standard Operating Procedures (SOPs), and subsequently producing an infographic/snapshot as per MMC’s style and writing guidelines.

2.2 Youth vulnerability analysis and research report production
Through advanced statistical modelling, provide a probabilistic analysis of 1,460 surveys conducted with youth migrants (18-24 years old) in Sudan and Ethiopia in 2022-2023. Furthermore, produce a high-quality research paper highlighting the demographic, social, and economic factors that contribute to vulnerability to protection incidents among youth migrants along East African migration routes in Sudan and Ethiopia.

3. Objectives of the consultancy
The purpose of this consultancy includes the above outlined assignments. The consultant will be
required:
1) To deliver a descriptive analysis of max. 500 4Mi surveys collected in a ‘borderlands’ context
in the East Africa region;
2) To draft and provide a high-quality infographic/snapshot (5-6 pages), following an MMC template and MMC editorial guidelines, based on the analysis of the max. 500 4Mi surveys (see 1.), with particular attention to disaggregating the data by gender, location of origin, and other factors of interesting;
3) To apply advanced statistical modelling and deliver a probabilistic analysis of 1,460 4Mi surveys collected with youth migrants in Sudan and Ethiopia in key locations along mixed migration routes, with a focus on protection experiences and perceptions, exposure to smugglers, movement decision-making, intentions and aspirations, and experiences unique to youth;
4) To produce a research report (30-50 pages), following an MMC template and MMC editorial guidelines, based on the probabilistic analysis of 1,460 4Mi surveys (see 3.), zooming in on the demographic, social and economic determinants of vulnerability to protection incidents among youth migrants along mixed migration routes in Sudan and Ethiopia.

4. Scope of work and Methodology
In particular, the consultant is expected to:
• Work in line with MMC editorial guidelines and templates, which will be shared at the start of
the consultancy;
• To analyze quantitative 4Mi datasets according to the objectives outlined above;
• To draft and provide a high-quality 4Mi infographic/snapshot (4-6 pages), which may include
references to secondary sources in addition to primary data analysis, where relevant. An
example can be found here;
• To draft and provide a 4Mi research report (30-50 pages), which should include references to
secondary sources in addition to primary data analysis, where relevant. An example can be
found on our website, particularly MMC’s studies on the determinants of vulnerability and the
determinants of detention.

5. Deliverables
The Consultant will submit the following deliverables as mentioned below:
Phase 1, Maximum expected timeframe – 4 days

Expected deliverables.
1. 4Mi Borderlands descriptive analysis
2. 4Mi Youth (Sudan and Ethiopia) probabilistic analysis
3. Meeting to discuss findings

Indicative description tasks
1. 4Mi Borderlands analysis: clean descriptive analysis file, which can be used as a reference for future analysis.
2. 4Mi Youth analysis: clean probabilistic analysis file (and eventual additional guiding documents), which can be used as a reference for future analysis.
3. Meeting to present and discussion key findings with MMC focal point/s.

Phase 2, Maximum expected timeframe – 35 days

Expected deliverables.
1. 4Mi Borderlands Infographic/Snapshot
2. 4Mi Youth Research Report
3. 2 Powerpoint presentations presenting the approach and main findings of each publication

Indicative description tasks
1. 4Mi Borderlands Infographic/Snapshot (4-6 pages) based on the analysis from Phase 1; following MMC editorial guidelines. The consultant shall be prepared to address and integrate feedback from the MMC team to work towards a final draft.
2. The consultant is expected to first share an outline for the infograph/snapshot, for feedback/approval before final drafting.
3. 4Mi Youth Research Report (50-60 pages) based on the analysis from Phase 1; following MMC editorial guidelines. This includes being responsible for fully copy-editing the report before submitting the final version. The consultant shall be prepared to address and integrate feedback from the MMC team in preparing the final version. The consultant is expected to first share an outline for the report, for feedback/approval before final drafting.

The Consultant will provide Phase 1 deliverables in Excel/statistical software format, and Phase 2 deliverables in Word format, either by email or through a secured link.

6. Duration, timeline, and payment
The total expected duration to complete the assignment will be no more than 39 working days.
The consultant shall be prepared to complete the assignment no later than 29th August 2024
Proposed Timelines:
01 April – Submission of all Phase I deliverables and meeting to discuss findings
15 April – Submission of outlines for the snapshot/infographic and the research report
01 June – Submission of first drafts of snapshot/infographic and the research report
August (dates TBD) – Presentations on approach and main findings of each publication
29 August – Submission of final drafts of snapshot/infographic and the research report
Payment:
30% after the submission and validation of all deliverables in Phase 1.
70% after the submission and validation of all deliverables in Phase 2.
7. Eligibility, qualification and experience required
Essential:
• Master’s degree or equivalent in Data Science, Mathematics, Statistics, Social Science, or any
related field that includes data analysis in the curriculum.
• Advanced knowledge of relevant migration theory and migration studies literature
underpinning the creation of the model and contextualization of the report.
• At least 5 years of experience in data science, data analytics, applied mathematics, information
management, programmatic design or related areas in the field of migration is required.
• At least 5 years of experience of offering quality research analysis services to companies or
organizations is required.
• Experience with SQL, R and Python, SPSS and with self-service analytics platforms (MS
PowerBI, Qlik, Tableau or similar) is required.
• Experience in advanced statistical modelling
• Demonstrated experience and success in working with NGOs and research centres in East
and/or the Horn of Africa, particularly in the fields of migration and displacement.
• Ability to work and adapt professionally and effectively in a challenging environment; ability
to work effectively in a multicultural team of international and national personnel.
• Self-motivated; ability to work with minimum supervision; ability to work with tight deadlines.
• Excellent command of spoken and written English.

Desirable:
• PhD or equivalent in Social Sciences, Data Science, Biostatistics or any related field that
includes advanced data analysis and modelling in the curriculum.
• Previous experience with MMC and MMC data.
• Experience in data visualization software, examples desired.

8. Technical supervision
The selected consultant will work under the supervision of:
• MMC Project Manager, Lavina Ranjan
• MMC Global Information Management Specialist, Teo Ficcarelli

9. Location and support
The Consultant is expected to work remotely/virtually. The Consultant will be responsible for ensuring they have all the relevant equipment and software to complete the task.

10. Travel
The assignments do not require travel. The consultant shall undertake the assignment remotely.

11. Submission process

• A brief document outlining strategy and technical approach to the TOR with a proposed workplan of activities with timeline and deliverable deadlines (3 pages max)
• A financial proposal in USD (1 page).
