- Who is the Danish Refugee Council?
Founded in 1956, the Danish Refugee Council (DRC) is a leading international NGO and one of the few with a specific expertise in forced displacement. Active in 40 countries with 9,000 employees and supported by 7,500 volunteers, DRC protects, advocates, and builds sustainable futures for refugees and other displacement affected people and communities. DRC works during displacement at all stages: In the acute crisis, in displacement, when settling and integrating in a new place, or upon return. DRC provides protection and life-saving humanitarian assistance; supports displaced persons in becoming self-reliant and included into hosting societies; and works with civil society and responsible authorities to promote protection of rights and peaceful coexistence.
Displacement in the East and Horn of Africa region is consistently high, protracted, and dynamic. A combination of factors including conflict and violence, cyclical climatic shocks and the growing threat of pandemic diseases are major triggers of displacement. Additional factors such as poor governance, food insecurity, environmental degradation, and poverty, underpin displacement in the region making it highly complex.
The search for durable solutions to the protracted displacement situation in East Africa and the Horn of Africa is a critical humanitarian and development concern. Displacement is a regional/cross-border issue with a strong political dimension, demanding a multi-sector response beyond the existing humanitarian agenda.
The Regional Durable Solutions Secretariat (ReDSS) was created in 2015 to maintain focused momentum and stakeholder engagement towards durable solutions for displacement-affected communities in East Africa and the Horn of Africa. ReDSS comprises 14 NGOs: Action against Hunger (French: Action Contre La Faim – ACF), ACTED, CARE International, Concern Worldwide, the Danish Refugee Council (DRC), the International Rescue Committee (IRC), INTERSOS, Mercy Corps, the Norwegian Refugee Council (NRC), Oxfam, the Refugee Consortium of Kenya (RCK), Save the Children, World Vision, the Lutheran World Federation (LWF). DRC, IRC, and NRC form the ReDSS steering committee.
- Purpose of the consultancy
The Danish Refugee Council based in East Africa on behalf of ReDSS, DRC wishes to engage the services of an audit firm for the purpose of auditing the project (Durable solutions to support social and economic inclusion of displacement affected communities in East Africa) as stipulated under the contract with SDC and annexes therein between Danish Refugee Council and SDC. The audit shall be carried out by an external, independent and qualified auditor.
- Objective of the consultancy
The objective is to audit the project financial report for the period July 1, 2023 to June 30, 2024 before submission to SDC and to express an audit opinion according to ISA 800/805 on the project financial report of the Project Contract Number 21/04080. The Financial Information of the project/program shall be audited in accordance with International Standards on Auditing (ISA 805) ” Special Considerations Audits of Single Financial Statements and Specific Elements, Accounts or Items of a Financial Statement” as stipulated in the donor’s terms of reference (as per attached Annex D).
The audit report is for the sole use of Danish Refugee Council and SDC.
The direct project expenditure is estimated at USD 500,000 for the period under review.
- Deliverables
The Consultant will submit an audit report for the project as per the shared guidelines from the donor. The Consultant will provide the report by email and a bound hard copy.
- Duration, timeline, and payment
The 2023/2024 audit (Year 3) will be expected to take place over a period of 14 days from 10th July, 2024. The proposed number of days includes submission of the draft audit report.
Payment will be made after satisfactory completion of the assignment.

- Location and support
The financial audit will be carried out in the Danish Refugee Council Nairobi, Regional office along Lower Kabete Road, Nairobi. The required documents and/or information will be availed to the auditor before/during the audit exercise.
- Evaluation of bids
The evaluation process consists of three stages: 1) Administrative 2) Technical and 3) Financial. Each stage requires information and documents mentioned in this TOR.
Administrative Evaluation
A bid shall pass the administrative evaluation stage before being considered for technical evaluation. Bids that are deemed administratively non-compliant may be rejected. Documents listed below shall be submitted with your bid.
Technical Evaluation
To be technically acceptable, the bid shall meet or exceed the stipulated requirements and specifications in the TOR. If a Bid does not technically comply with the TOR, it will be rejected.
Financial Evaluation
All bids that pass the Technical Evaluation will proceed to the Financial Evaluation. Bids that are deemed technically non-compliant will not be evaluated. Proposals failing to meet the minimum requirements stated above will not be considered further.

- TERMS & CONDITIONS
The auditor must be completely impartial and independent from all aspects of the management or financial interests in Danish Refugee Council.
DRC will evaluate proposals and award the assignment based on technical and financial feasibility in line with DRC Procurement guidelines. DRC reserves the right to accept or reject any proposal received without disclosing reasons to applicants and is not bound to accept the lowest bidder.

All information presented, obtained, and produced is to be treated as DRC’s property and is considered as confidential for all other purposes than what is outlined in these terms of reference.

When Bids are emailed, the following conditions shall be complied with:
- The RFP number shall be inserted in the Subject Heading of the email
- Bid documents required, shall be included as an attachment to the email in PDF, JPEG, TIF format, or the same type of files provided as a ZIP file. Documents in MS Word or excel formats, will result in the bid being disqualified.
- Email attachments shall not exceed 4MB; otherwise, the bidder shall send his bid in multiple emails if need be.
Failure to comply with the above may disqualify the Bid.
DRC is not responsible for the failure of the Internet, network, server, or any other hardware, or software, used by either the Bidder or DRC in the processing of emails.
Bids will be submitted electronically. DRC is not responsible for the non-receipt of Bids submitted by email as part of the e-Tendering process.
