Johanniter International Assistance is seeking a short-term Human Resources Consultant to support JIA in the development of National Staff Guidelines and related documents and processes for its newly established Country Office in Kyiv, Ukraine.
JIA has been implementing numerous humanitarian projects with local partner organisations since the beginning of the full-scale war in February 2022. As the organisation is committed to support its local partners and the humanitarian efforts in the country in the long-term, it has registered a representative office in Ukraine in November 2023.
The Country Office is currently lead by an expatriate Head of Mission who is working on the establishment of full office structures, including a team of several local staff. To support this, JIA is looking to bring on an experienced Consultant to elaborate National Staff Guidelines based on Johanniter’s standards and in line with all relevant legal requirements of Ukrainian labour law and all other pertinent rules and regulations for representative offices of international organisations.

Objective of consultancy

A) Overall objective:
Elaborate National Staff Guidelines and related documents and HR processes to allow JIA to hire and manage a team of local and international staff in its Country Office in Kyiv, Ukraine, in compliance with the legal requirements of the country.
B) Specific tasks:
• Complete and adapt Johanniter standard template and guidelines for National Staff Guidelines so that they are fully aligned with relevant Ukrainian legislation.
• Draft all necessary orders and templates required by Ukrainian legislation for the regular HR administration of the representative office (staff list, employment orders & contracts, etc.)
• Support alignment of Johanniter job descriptions and functions to Ukrainian Classifier of Professions

Methodology

Begin consultancy with a setting the scene (meeting with Head of Mission UKR, HR Department HQ, Country Desk HQ, gathering of background documents), then setting up milestones per delivery of outputs.

Planned Timeframe

The envisaged timeframe for the consultancy is 4 weeks, starting as soon as possible.

Output/Deliverables

• National Staff Guidelines of the JIA Country Office Ukraine
• Development of suitable templates/tools for internal management of HR processes in the Country Office compliant with local legislation and aligned with HQ policies

All deliverables have to be presented in both English and Ukrainian.

Expected profile

Professional Qualification and Experience:
• 5+ years prior experience working in HR management or HR consultancy services for the non-profit sector in Ukraine, ideally with international NGOs.
• Proven experience of work/consultancy for a Representative office would be an advantage.
• Bachelor’s degree or higher in HR management, law or another related field.
• Very good knowledge of Ukrainian labour law
• Certified auditors would have an advantage
• Ability to work independently with the given task
• English fluency required

2. Financial proposal outlining all costs (in EUR)
3. List of references of successfully implemented similar assignments.

Communication regarding the tender will be in writing. No payment will be made for the preparation of the proposal.
