CONSULTANCY: LEGAL AND FINANCIAL ADVISOR

WeWorld- GVC launches an open LOCAL procedure for selecting a LEGAL AND FINANCIAL ADVISOR for the establishment of a Guarantee Fund for CROLET PROJECT

Specific activities

1. Feasibility study: providing an analysis of the regulatory, legal and institutional environment of the Tunisian banking system. Particular attention will be paid to a mapping of existing similar experiences in Tunisia and an analysis of the risks related to the activation of a guarantee fund and the presentation of possible risk mitigation measures.
2. Support in the design and start-up phases of a coordination platform for local development, under the guidance of CROLET project experts, with particular reference to
3. Legal creation of structures, possibly non-profit, in which local administrations, private institutions and civil society participate.
4. Assistance in the negotiation phase of the contractual conditions between WW-GVC and the financial institution identified for the opening of the Guarantee Fund:

Legal solutions for an agreement between one or more partners of the CROLET project and a Tunisian financial institution, for the establishment of a bank guarantee fund, which guarantees credits to the beneficiaries of the CROLET project (producers, associations and cooperatives, youth and women)

Qualifications and skills required

• Knowledge of the Tunisian banking regulations and tax system
• Familiarity with the legal and institutional framework of public-private partnerships in Tunisia
• Good knowledge of the Tunisian entrepreneurial fabric
• Fluency in written and spoken Arabic and French

Selection criteria

• university degree (at least 4 years of higher education) in the fields of finance, accounting and management sciences
• At least 5 years of professional experience in the economic field, particularly in finance,
• At least 5 years of experience in the legal support of companies or public administrations in the field of Tunisian private-commercial and/or administrative and/or banking law.
• practical experience in the field of banking products and techniques related to the financing of microenterprises, particularly those related to the financing of the agri-food sector
• A proven experience in risk management related to the financing of enterprises, specifically to the financing of microenterprises in the agribusiness sector,
• practical experience in the legal and fiscal support of civil society organizations in development projects
