Lead Trainer for Preparation and Delivery of Core Cash and Voucher Assistance (CVA) Skills for Program Staff Course in Spanish: Peru

PROJECT BACKGROUND

The CALP Network is a dynamic global network of over 90 organisations engaged in the critical areas of policy, practice and research in humanitarian cash and voucher assistance (CVA) and financial assistance more broadly. Collectively, CALP members deliver the vast majority of humanitarian CVA worldwide.

What makes CALP unique is its diversity. CALP members currently include local and international non-governmental organisations, United Nations agencies, the Red Cross/Crescent Movement, donors, specialist social innovation, technology and financial services companies, researchers and academics, and individual practitioners.

Together we seek to better meet the needs and improve the outcomes for people affected by crisis. To do this we ensure that CVA is a central, scalable component of quality, timely and appropriate humanitarian assistance, and that the need to sustain positive outcomes for people over the longer term is considered.

We envision a future where people are enabled to overcome crises with dignity, by exercising choice and their right to self-determination. This helps to sustain their well-being over time.

To do this we catalyse the power, knowledge and capacities of our diverse global network, alongside other local, national, regional, and global actors, all of whom are seeking to secure better outcomes for people living in crisis contexts. Our role as a collective is to generate alignment in the approaches and actions of those within and across our network, to help optimise the quality and scale of humanitarian CVA.

PROJECT OBJECTIVES

Main objective

Lead the planning, delivery, and reporting of CALP’s Core CVA Skills for Program Staff course in Peru in March 2022 in collaboration with IOM Peru.

Specific Objectives:

  • Proofread the Spanish-language materials for the Core CVA Skills for Program Staff course.
  • Lead the technical planning of the course, in conjunction with the CALP’s Learning and Americas Team.
  • Collaborate with the co-facilitator throughout the course
  • Facilitate the training in conjunction with CALP plans, and in communication with CALP staff and local and regional partners as necessary.
  • Prepare and submit a report, propose recommendations.

CONSULTANCY RATIONALE

CALP is looking for lead trainer with experience of delivering this course preferably face-to-face, and who have attended a TOT for the online course, to deliver CALP Online: Core CVA Skills for Program Staff on CALP’s behalf to humanitarian practitioners. This course will be delivered in conjunction with IOM Peru.

OBJECTIVE OF THE ASSIGNMENT

Specific objectives

  • To support the learning process of participants in the course.
  • To observe and mentor the co-facilitator.
  • To provide CALP with observations on how to improve the course.

KEY DELIVERABLES / MILESTONES

The following are the final deliverables to be completed by the end of the consultancy, unless otherwise discussed and agreed upon by the ACF-USA and Consultant:

  • Deliverable 1, 1 x Course fully delivered, in Spanish, over; the consultant will need to provide the outline of the course or similar product and the signed trainee lists for each day: due date 15 April 2023.
  • Deliverable 2, 1 x Training report on completion of the training course. due date 15 April 2023.

100% payment on proof of completion of the course and delivery of the training report.

TENTATIVE TIMELINE & ACTIVITIES

This scope of work will cover approximately 8 days between 15 February and 15 April 2023. The training in Peru is scheduled for March 2023.

Any additional days and/or modification of Start/End dates must be completed before additional work is commenced.

MANAGEMENT ARRANGEMENTS

This consultant will report directly to the Responsible Manager, listed above, who will be responsible for approving deliverable(s) and invoice(s). Additional technical support will be provided by the CALP Learning Delivery Lead and the CALP Deputy Regional Representative.

Action Against Hunger is a host of the CALP Network; we are a U.S.-based organization, and as such must comply with U.S. Internal Revenue Service (IRS) rules and regulations. If you are selected for the consultant work, and choose to work with Action Against Hunger USA, you must provide the proper IRS form to determine your tax status either with a W-9 form or W-8 form, depending on your tax situation. Payment of Invoices are net 30 days. Additional details provided in service contract.

Costs also covered in this consultancy will include:

  • Flights
  • Ground transportation
  • Per diems (based on Action Against Hunger USA’s rates)

The consultant will be responsible for paying in advance for these services; they will be reimbursed upon receipt (e.g., flights, transportation, hotel). Meals do not require receipts A budget with the ceiling amounts for these services will be included in the contract.

Physical Demands

  • While performing the duties of this job, the consultant may be required to sit for long periods and to concentrate on work, including typing, and turn out heavy volumes of work accurately, within short time frames. Must be able to proofread own work accurately so that only minor corrections are needed on an infrequent basis.

Working Conditions, Travel and Environment

  • Must provide own computer, internet, software, and other basic office supplies required to complete the duties for this consultancy
  • Must be available to work outside normal office hours or on the weekends as needed or required by contact with the Project Team or other partners.

For this piece of work, CALP is looking for the following expertise:

  • Good understanding of current good practices regarding CVA globally and in the Americas
  • Substantial knowledge and experience in capacity building, including adult learning methodological approaches and tools and strong skills in facilitation, including Training of Trainers courses.
  • Strong interactive facilitation skills and an adaptive, dynamic instructional approach to ensure learning remains tailored to evolving discussions and questions.
  • Experience developing training materials, preferably CVA training materials.
  • Familiarity with CALP training materials, including experience of delivering the Core CVA Skills for Program Staff course.
  • A CALP-certified trainer.
  • Knowledge and work experience of the ways of working of humanitarian NGOs (local and international), state actors (e.g., National Disaster Management Authorities and social welfare departments), UN agencies, and private sector actors (e.g., financial service providers).
  • The ability to communicate technical subject matter (in oral and written form) to people with varying technical knowledge/skills and from different educational and cultural backgrounds, in both English and Spanish.
