The Public Partnerships Division (PPD) works to strengthen UNICEF’s position as a partner of choice for children’s rights among governments and inter-governmental actors around the world. The Division is doing this by positioning children’s rights in the intergovernmental and multilateral fora and engaging with governments and public institutions as resource, policy and programme partners. A key premise for PPD is that the engagement with countries should be holistic based on multiple aspects of partnerships, including policy advocacy and resource mobilization.

The Humanitarian Partnerships and Financing Consultant would be part of the Humanitarian Partnerships and Financing Team in PPD. Under the supervision of the Public Partnerships Manager, the Humanitarian Partnerships and Financing Consultant will contribute to the humanitarian financing policies, mobilization, management and development of resources and partnerships for UNICEF’s humanitarian action. UNICEF humanitarian action for children covers seven regions with over forty individual humanitarian appeals annually.

How can you make a difference?

Resource Mobilisation And Partnerships Development

Working in close collaboration with the Humanitarian Partnerships and Financing team, the consultant will support the team on a variety of work related to humanitarian financing and in identifying and designing new and innovative partnerships approaches with member states with focus on humanitarian response. The overall results will focus on:

  • Analyse humanitarian funding trends and monitoring of changes in humanitarian financing environment in close collaboration with all division funding clusters and Office of Emergency Programmes (EMOPS).
  • Work with communication colleagues to bring more visibility to UNICEFs humanitarian results and funding needs and serve as team’s focal point for donor visibility and recognition.
  • Contribute to the development of internal and external humanitarian headlines, key product in support of resource mobilization efforts for emergencies.
  • Facilitate bilateral meetings between senior management, including from the field and partner representatives in New York, Capitals in support of resource mobilisation efforts for humanitarian response.
  • Support the team in overall partnerships work related to humanitarian partnerships and financing.

Field Office Support

  • Monitor and conduct analysis on global humanitarian trends and policies in support of Humanitarian Action for Children (HAC) appeals.
  • Support the review of humanitarian situation reports and review of HAC revisions, as well as fact checking and review of other publications as needed.
  • In coordination with the Regional Office (RO), provide technical support to Country Offices in emergencies (focus on L2 and L3 corporate level crises) in the development of resource mobilisation strategies and plans, and provide guidance on quality donor reporting, recognition and visibility, etc. as needed.
  • Collection and dissemination of partner intelligence and mapping on a continuous basis to guide resource mobilization and partnership priorities and discussions with relevant partners.
  • Participate in and summarize results from internal and external meetings on humanitarian funding, including Emergency Management Team Meetings.

To qualify as an advocate for every child you will have…

  • An advanced university degree (Master’s or higher) in international relations, social sciences, public administration, law or related field
  • The individual should be highly proficient in a range of PC/web applications, including but not limited to: MS Word, MS Excel, MS PowerPoint, MS Outlook.
  • Specialized experience with research (secondary-sources minimum), databases, analyzing and synthesizing information, producing accessible outputs to inform decision making.
  • Excellent written and oral communication skills, with a strong attention to detail.
  • Strong organizational, planning, and analytical skills as well as conceptual thinking.
  • Ability to work in an international and multicultural environment and embrace diversity.
  • Setting standards and monitoring work.
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) is an asset.

Insurance

UNICEF will not be responsible for costs arising from accidents and/or illness incurred during the contractor’s service. Therefore, the selected candidate must provide proof of enrollment in a health/accident plan prior to starting his/her work. The candidate may also be subject to inoculation (vaccination) requirements, including against SARS-CoV-2 (Covid).

Visa Requirements

This position is remote-based. If for any reason, travel is required, individuals are personally responsible for obtaining any required visa, covering the entire period of their contract. If necessary, UNICEF will support the process by providing relevant documents such as the proof of contract.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
