Objectives of the work:

This TOR specifically relates to the appointment of a Service Provider to complete objectives as below:

1. Brokerage support

a. Contracting and financial investment models detailing (fixed component): Types of financial instruments, contracting models, legal compliance, governance, beneficiation and roles and responsibilities. Per 3 archetypes: (Fixed amount)

  • Biodiversity Stewardship Sites
  • Opportunities within managed protected areas (state and non-state). Inclusion of Private-Public Partnerships and concessionaire models such as those within SANParks and iSimangaliso
  • Ecological infrastructure opportunities (where the main objective is to secure critical ecosystem services)

b. Active investor engagement (fixed component): Active engagement with investors around potential investment models and contracts

  • prepare a shortlist of investors that may be interested in 15 investment opportunities on the investment portal
  • provide and execute an engagement plan with that grouping of investors – may include calls, meetings, or corporate events. It is expected that at least 3 meetings are held with each identified and agreed investor
  • match requirements to investor mandates and needs

c. Deal or Transaction based finance models (success fee-based). Acting as a brokerage agent and service provider to raise funding for identified archetypes/beneficiaries/opportunities. Note: brokerage function will cover all aspects of the deal from concept, contract development and successful finalization.

2. Content, Marketing, and advocacy support to support the brokerage function of the portal

a. Content support: Content and information management and updates

  • Working with content contributors where it is mostly business cases received for input into the portal (mostly from within DFFE), to support the investor engagement process through the biodiversity investment portal
  • Support the underlying content requirements and processes of the platform. Not new content creation but an amendment to existing content to support the brokerage function

b. Implementation of Digital Marketing and advocacy:

  • Prepare and deliver ongoing social media and digital marketing content for dissemination on established Departmental platforms.
  • Operate within an already established digital marketing strategy working in collaboration with the DFFE marketing and communication team specifically targeting investors
  • Such updates will be agreed upon within a monthly schedule, with further updates required on specific events or content additions to the platform. All marketing and advocacy functions will be aligned with the DFFE communications team for compliance and approval of implementation

How to apply

Applicants are required to submit the following:

  • A technical proposal outlining a methodology for the approach and implementation of the assignment.
  • Personal CVs of all team members highlighting qualifications and experience in similar projects.
  • Evidence and examples of similar projects that have been successfully completed.
  • Minimum of 3 contactable work references – organization for whom you have conducted/undertaken similar assignments (email addresses).
  • All-inclusive financial proposal (fixed cost bid) indicating consultancy fee (South African Rand) and a breakdown of expenses (unit price together with any other expenses) related to the assignment. The proposal must incorporate all the costs including travel etc. for the service provider to achieve the required deliverables.
