Transparency International UK

Transparency International Global Health (TIGH) is seeking a consultant to develop a simple yet flexible online platform that provides a dashboard and data explorer in order to showcase and visualise a range of data and accompanying indicators that have been collected in previous research.

Background and Objectives

TIGH has been collecting a range of different data relevant to corruption in healthcare. For more information, please consult our website here. This includes:

  • Online news data (CSV, XLSX)
  • A database of different relevant resources (currently stored in AirTable along with attachments)
  • Procurement and pricing data (JSON, in the Open Contracting Data Standard)

No additional data collection is required for this project, only the development of the platform that presents the existing data. For advocacy and community engagement purposes, we seek to develop this platform in order to showcase our data in different ways and engage different audiences and stakeholder groups around the critical issue of corruption in the health sector.

Crucially, the platform must be able to display:

  1. Interactive maps so that users can explore geocoded data
  2. A diverse set of different visualisations/charts and analysis tools for exploring data based on TIGH use cases for the dataset in question
  3. Text, explanations & simple metrics
  4. Tables to breakdown certain data with the ability to embed URLs in each row
  5. TI policies and disclaimers

The platform must have the following functions:

  1. Ability to upload our own data and populate the different pages ourselves (JSON, XLSX, CSV)
  2. Ability to adapt different presentation of data, e.g., by adding different layers to the interactive map, or by adding or removing visualisations, or including text between different visualisations
  3. Ability to easily install these displays on other websites with minimal technical knowledge (the product should be standalone or installed as a package)
  4. The data should be displayed simply, without overcrowding the page and in reference to our style guide
  5. A clear and accessible means of submitting complaints for individual pieces of data included on the interactive map, including a way for users to flag any links that are of concern, so that those concerns can be investigated.

Activities

We expect the major steps of the platform’s development to include:

  • Preparing a concept and/or prototype to test with TIGH, partners and users. The conceptual design will be developed in collaboration with TIGH, based use cases provided by TIGH.
  • Implementing, software testing and user testing a minimal viable product (MVP).
  • In terms of the definition of the MVP, we prepare a proposal for the must-have features. From there, we expect to iterate on additional features as time allows.
  • Documentation on deploying the platform, uploading data, and how to adapt it based on different types of data and use cases.
  • TIGH will provide and manage the production server(s), following the specifications provided by the consultants.
  • During development, the consultants should organize an orientation for TIGH and partners on how to input data and otherwise administer the platform.

Deliverables

  • Concept and prototype, including a range of features
  • Implementing concept into MVP
  • Testing of MVP
  • Iteration of additional features
  • Documentation and back-end user guide for the platform

How to apply

Transparency International UK invites concepts for the provision of development of a platform to showcase Transparency International Global Health’s data on corruption in healthcare. A tender pack has been compiled which provides all the information necessary to understand our requirements, and complete a response to the tender, and can be accessed on our website.

Responses should be submitted no later than 5pm GMT on 09/09/2022 using the Bidder Response Document provided in Part 3 of the tender pack.

We invite proposals of a maximum of £9,000. The financial proposal will be factored into the evaluation criteria. Answers to questions and explanatory calls will be offered for a period of two weeks after the publication of this invitation (31/08/2022).
