  • Background

This final evaluation will assess the EU Climate Change project (DEVCO (GCCA+) Strengthening Local Communities Resilience to Climate Change in Northern, River Nile and Kassala States (Sudan), which is funded by the EU and implemented between 2017 and 2022. The evaluation will comprise the entire project period (5 years). The Programme was led by the Netherlands Red Cross (NLRC) and implemented by Sudan Red Crescent Society (SRCS) in partnership with Spanish Red Cross (SpnRC), Swedish Red Cross (SwRC) and Danish Red Cross (DRC). The IFRC Livelihood Resource Center was also involved in this action.

  • Purpose and intended use

The purpose of the final evaluation is to run an assessment of the project with specific focus on general criteria such as relevance, effectiveness, efficiency, impact, synergy and sustainability. Results of the evaluation will be used for general accountability, learning and dissemination of results.

  • Scope

Endline survey (household survey) in the three localities of the project and will provide quantitative data on indicators used for this project to inform the section on impact and sustainability.

Qualitative evaluation (FGDs and KII) in the three localities of the project and will provide qualitive data to inform the sections on relevance, effectiveness, synergy and sustainability.

Desk review of the key project documentation that will provide data to inform the sections on effectiveness (through a detailed analysis of the logframe) and efficiency (through budget and financial report analysis).

  • Deliverables

Inception report, evaluation outputs per locality, final project evaluation report, and human impact stories.

  • Methodology

The methodology will adhere to the IFRC Framework for Evaluations, with particular attention to the processes upholding the standards of how evaluations should be planned, managed, conducted, and utilized (see section 9 for more information). The EMT will manage and oversee the review and ensure that the review upholds IFRC standards for evaluations and OECD-DAC criteria for evaluation.

The Evaluation Team is expected to propose a mixed review methodology of (primarily) qualitative and quantitative research methods.

  • Planning

The review is expected to be implemented between November 2022 and January 2023. The evaluation team is expected to include a timeline in the proposal
