Duration: 8 weeks

  1. OVERVIEW:

Action Against Hunger-Horn and Eastern Africa (HEARO) is part of the Action Against Hunger International network, which provides humanitarian relief in over 40 countries worldwide in the sectors of nutrition, health, water/sanitation, and food security. Action Against Hunger Horn and Eastern Africa is an independent NGO, currently managing operations in Kenya, South Sudan, Somalia, Tanzania, Ethiopia and Uganda. Action against Hunger-USA has over $70 million in programs, and approximately 2000 staff based in New York City, Washington D.C, Nairobi, and country offices. Additional growth is expected.

2. BACKGROUND OF THE ASSIGNMENT.

The Horn and Eastern Africa has and continues to experience significant levels of emergencies related to various issues because of climate change, conflict, and failed rainfall performance amongst others. During this period, while the need of developmental programming is crucial, a dual/triad response to emergency is critical. As we continue to respond to the emergencies, and in the spirit of continuous improvement and learning, we seek a skilled person to work closely with the technical teams within the organization to:

  • Enhance effective and efficient systems and structures that promotes principled emergency preparedness and response in the Horn and Eastern Africa region.
  • Enhance emergency preparedness and response capacity of country teams in the Horn and Eastern Africa.

3. RESPONSIBILITIES FOR THE TECHNICAL CONSULTANT:

Objective 1: Set up the minimum operation emergency hand book & standards

Tasks:

  • Identification of emergency areas & needs and requirements to support the projects.
  • Identify and prioritize natural and manmade humanitarian risks in the Horn and East Africa region.
  • List down predefined early action and emergency responses in respective sectors.
  • As per the humanitarian risks identified in bullet #2, develop a minimum preparedness action for leadership, program (including MEAL) and administrative staffs
  • Review the current emergency handbook, standards and procedures and develop AAH emergency manual with emergency protocols, procedures and minimum standards well stipulated.
  • Review other best international humanitarian partners lessons learnt on EPRP
  • Develop a framework for establishing Emergency Response Team in each county.
  • Review the best Information management System (IMS) system and adapt to HEARO and country missions
  • Provide a system/framework where country’s ERTs will analyze primary and secondary data for effective decision-making and sectoral response.

Objective 2: Capacity Building:

Tasks:

  • Review and assess staff capacity on EPRP.
  • Develop emergency response training catalogue including pedagogic support structure
  • Support the development of training itineraries around HEARO Countries
  • Develop the tools and know-how to ensure that emergencies team performs the minimum emergencies follow-up and reporting:
  • Develop guidelines/bridge versions of humanitarian principles, Sphere handbook, Sendai Framework, Core humanitarian standards and the grand bargain on humanitarian action.

4. APPLICATION PROCEDURES:

The Consultant is required to provide the

  • Technical proposal on how the assignment will be conducted.
  • Appropriate timelines to perform the assignment (work plan).
  • Financial Proposal –The financial proposal shall show clearly the breakdown of costs, payment modalities among others.

5. DELIVERABLES:

  1. Inception report highlighting the detail methodology for the work, work plan and a table of content for the final report, submitted by consultant
  2. Report on of the consultations, fieldwork analysis and recommendations submitted by consultant
  3. HEARO Emergency Response Handbook with clear protocols, procedures, standards, emergency management and coordination, sectoral response and reflection processes.
  4. Framework for establishing Emergency Response Team
  5. Capacity assessment report and training plan

6. QUALIFICATIONS AND COMPETENCIES:

Training:

Bachelor’s degree or higher in social studies, humanitarian studies, Business, or another related field with more than 10 years’ experience in emergency response

Master in Humanitarian Studies or similar an asset.

Technical specific knowledge:

Practical experience on emergency planning, response, management and coordination and coordination within the field of multi-sectoral response, supply chain management logistics, procurement in emergency, fleet/transport management in emergency, assets, security and facilities management.

Advanced knowledge of donor’s guidelines and procedures related to emergency planning & response.

Proven ability in document design, translating analysis and evaluation into operational process.

Proven experience in one or more of Horn and Eastern Africa Countries

Excellent team management skills, good listener, high communication skills

Previous experience (years):

Minimum 8 years’ experience in field program emergency & logistics coordination and security management in a Humanitarian Aid organization

Organization knowledge:

Desirable previous working experience with Action Against Hunger or INGO

Knowledge on emergency development policy is an asset.

Knowledge and understanding of humanitarian architecture, of international standards, guidelines

Languages:

Fluent in English, Kiswahili and basic knowledge of French encouraged.

IT systems:

Full literacy with Microsoft Office (Excel, Word, Access, etc.), GIS (advantageous), Power BI (or equivalent data visualization software)

Commitment to Gender Equality
