Introduction

ShelterBox is committed to working towards a future where no one goes without shelter. We work with disaster-affected communities to provide the emergency shelter, essential items and training needed to support families in the long process of rebuilding their lives. But we have our work cut out for us. In 2019 over 104 million people were forced from their homes by disaster and conflict. Some projections suggest that this figure will grow to 200 million within 10 years.

In 2020, we undertook a review of our strategy, evaluating ourselves and identifying where we can improve and deliver our programmes at greater scale, speed and quality whilist delivering value for money for our donors. We have produced a plan and strategic framework for the organisation on which the Programme Funding Team will be basing our work for the next five years.

Sustainable and flexible funding is one of the core elements of our organisational strategy. A Programme Funding department was created through the restructure of the International Programmes Directorate in 2021/2022. In 2023, the department will develop a Programme Funding Strategy aligned with wider organisational strategy. Institutional funding is new to ShelterBox Trust, and the department is expected to bring in at least £3.5 million over the current strategic period.

ShelterBox is seeking to engage an external consultant to carry out a detailed donor mapping exercise to identify priority institutional donors (both government and large international trusts and foundations) for ShelterBox and subsequently to develop a functioning institutional funding pipeline.

Purpose and Scope of Work (SOW):

The main purpose of this consultancy is to:

  1. Carryout a comprehensive donor mapping exercise in two phases and present with shortlisted priority donors with written rationale.
  2. Present ShelterBox Trust with a list of funding instruments and upcoming funding opportunities to build our funding pipeline
  3. Clearly identify and present pre-registration and due-diligence requirements for the identified priority donor

Proposed Approach to the work

The successful consultant will be responsible for carrying out a comprehensive donor mapping exercise for ShelterBox Trust and deliver the outcomes set out in section 4 below. However, the following approach is proposed:

1. The consultant will review the findings of two outdated donor mapping exercises – one for institutional donors and the other for Trust and Foundations – that were carried out for SBT in the past and liaise with key members of different teams (including our Affiliates, Fundraising and Communications and Programme Funding) to gain further insights.

2. As part of this consultancy, a two-stage donor mapping exercise is proposed. Consultant will work with ShelterBox Trust to develop templates for both phases and carryout desk-based research to populate the templates with detail information about institutional donors and large international trusts and foundations. The phase 2 of the mapping exercise is expected to be carried out once the Phase 1 of the exercise has been completed and approved by ShelterBox Trust.

3. Based on the research and discussions with SBT staff and its Affiliates, the consultant will produce a written report to SBT as set out in section 4 below.

Deliverables

1 Fully completed and populated Phase I and Phase II donor mapping exercise templates submitted covering institutional and large international trusts and foundation donors

2 A list of priority focal donors for ShelterBox produced and a written rationale for the shortlist submitted

3 A detailed written report in a pre-agreed template detailing findings of donor mapping exercise submitted

4 Clearly identified and presented any pre-registration, eligibility and due-diligence requirements for shortlisted priority donors

5 A pipeline comprising funding opportunities from institutional and large international trusts and foundations donors produced with details of any funding instruments covering next 3 years

Expertise & Experience

The Consultant will have demonstrated experience working with NGOs and institutional donors within the context of programme funding. The prior experience in carrying out donor mapping exercise and building a functional funding pipeline from the scratch is an asset.

Experience and knowledge of humanitarian response, humanitarian architecture and emergency shelter are considered desirable.

The Consultant will have demonstrated experience producing written documents (in English), for use with internal and external audiences.

    2. Budget Proposal comprising details of all proposed costs including consultant fees, transportation, and other necessities.
  3. Sample of previous similar work
  4. Confirmation that you are willing to sign up to ShelterBox’s Supplier Code of Conduct (available to view at: https://www.shelterbox.org/wp-content/uploads/2019/10/Supplier-Code-of-Conduct-v3.pdf).

ShelterBox aims to inform all applicants of the outcome no later than 09th December 2022.

Consultants who do not honour these confidentiality provisions will be excluded from participating in future ShelterBox opportunities.
