BACKGROUND

International Development Law Organization’s (IDLO) Strategic Plan 2021-2024 identifies digital innovation as one of the areas that provide an opportunity for enhancing the Rule of Law by not only making justice systems more open and accessible but also improving their efficiency and accountability. Digital technologies can play an important role in enabling the delivery of essential justice services, strengthening criminal justice chains, combatting corruption, and increasing accountability. Digital dimensions of policy and regulatory frameworks can also specifically further IDLO’s objectives of inclusive economic development and climate justice. To advance these key substantive priorities, IDLO has established a Digital Innovation thematic cluster engaging stakeholders from across the organisation.

THE ASSIGNMENT

IDLO is seeking a Digital Innovation and Rule of Law consultant to support the Digital Innovation Cluster in the development of a thematic framework and policy paper on digital innovation within the Rule of Law sector. The Consultant with work under the direct supervision of IDLO’s Director of The Hague Office and in close cooperation with the Evaluation Specialist and the multi-stakeholder Digital Innovation Cluster.

The Consultant will be responsible for developing a thematic framework on Digital Innovation for IDLO, as well as a Policy Brief on ‘Rule of Law and Digital Innovation’ that would:

  1. Outline the nexus between digital innovation/emerging technologies and the rule of law and how it affects IDLO’s programmatic work, policy and advocacy engagement, and internal organisational transformation.
  2. Develop the entry points to key strategic areas where IDLO has a comparative advantage across digital approaches to advance the Rule of Law, such as e-Justice systems, in line with IDLO’s Strategic Plan 2021-2024 and key global and regional agendas, including the Agenda 2030, Roadmap for Digital Cooperation, and Justice for All by 2030.
  3. Identify opportunities for IDLO to expand and strengthen its digital programmatic, policy, and research portfolio, as well as organisational transformation initiatives based on past experience and current organisational capacities.

The consultancy is Home-based (with travel to The Hague, Netherlands)

SPECIFIC TASKS

  1. Develop a thematic framework for action, highlighting strategic areas and entry points for IDLO to consolidate programmatic, policy, research, and internal organisational transformation work under the Digital Innovation portfolio, including a stakeholder map and budget;
  2. Draft a Policy Brief on ‘Digital Innovation and the Rule of Law, including a communication leaflet;
  3. Conduct internal consultations with IDLO’s relevant departments and Country Offices to collect views and input on IDLO’s strengths and opportunities in the nexus of Digital Innovation and the Rule of Law sector;
  4. Conduct external consultations with partners and key stakeholders to gather information on key priorities and views; and
  5. Perform other duties as requested.

Job Requirements

Education

  • Advanced university degree in Law, Technology, International Development, Human Rights, or related field.

Work experience

  • Over seven (7) years of relevant professional experience in strategy and action plan development, policy work, research or similar in the area of rule of law related activities.
  • Extensive knowledge of – and experience in – rule of law-related issues, mainly in fragile, post-conflict and developing contexts.
  • Experience developing and/or implementing digital/technology-related projects or research work is highly desirable.
  • Previous experience working with international organisations, the UN system, international NGOs or research centres, in particular on digital/technology themes, will be an asset.
  • Working knowledge of English (proficient – level C)

  • Ability and willingness to travel, if necessary.
  • Keen sense of ethics, integrity, and commitment to IDLO’s mandate and mission, values and strengths.

Terms & Conditions

The consultancy will be home-based for the period between 7 November 2022 and 30 April 2023. The total fixed lumpsum remuneration for the assignment will be EUR 30,000. Payment will be made upon receipt of deliverables of high quality and upon approval by the supervisor, as per the mutually agreed schedule. IDLO will be responsible for the payment of the following expenses:

Standard mission coverage for any travel to the field or headquarters locations, which includes round trip travel in accordance with IDLO policies and procedures; visa fees; accommodation; per diem; medical and mission insurance. Any payable taxes are the responsibility of the Consultant. Time is of the essence, and agreed deadlines must be respected for full payment of compensation.
