1. Terms of Reference (ToR)
   1. Purpose of the fact-finding mission

MdM is seeking a consultant(s) to conduct a fact-finding mission across Bosnia and Herzegovina. The consultant(s) is expected to collect relevant inputs through the meetings with relevant stakeholders and deliver the report according to instructions to this ToR.

1. 1. Key responsibilities

The consultant(s) will have the following key responsibilities:

1. Preparation phase / (review of documents and briefings)
2. Briefing with MdM-BE HQ to collect all relevant inputs
3. Conduct desk research including the contextual analysis on BiH
4. Briefing with the MdM staff in BiH
5. Field visits and meetings with relevant stakeholders, covering relevant locations in BiH
6. Drafting the report containing key programmatic directions for selected target groups
7. Finalizing the report upon received review and feedback including final recommendations
8. Deliver half-page concept note for each target group (three in total)
9. Presentation of the key findings
10. Debriefing

Fact-finding Mission will be focused on three main target groups: Roma, vulnerable elderly people (and/or specific vulnerable groups) and migrants which will be supported through the following programmes:

• Sexual and Reproductive Health and Rights (SRHR)
• Mental Health and Psychosocial Support (MHPSS)
• Harm Reduction Programme (HR)
• Health in general
• Community cohesion as a cross-cutting issue

Fact-finding mission will be carried-out across the country including following locations but not limited to: Bihać, Banja Luka, Tuzla, Zenica, Sarajevo, Mostar including some additional smaller communities.

The result of fact-finding mission should be to define main programme strategies/programmes in developing and expanding MdM Mission in BiH for the period 2022-2025 in accordance to proposed target groups and interventions.

1. 1. Expected outputs

Expected outputs from fact-finding exploratory mission in BiH are the following ones:

1. A fact-finding exploratory mission report in English following the recommended template (cf. fact-finding mission report template) – minimum of pages: 50 pages;
2. A summary note document synthetizing key elements of the exploratory mission report in English – approx. number of pages: 5 pages;
3. A PowerPoint presentation of about fifteen slides synthetizing key elements of the exploratory mission report in English.
4. Half-page concept notes per each target group – Three in total
