Geneva Call, Myanmar 2022-2023

I. Context and problem statement:

Geneva Call is running a multi-donor program in Myanmar aiming at enhancing the protection of civilians through humanitarian engagement with weapon bearers. A team of 20 people is working under the leadership of the Country Director who coordinates finance, administration, HR of the offices, and quality control and resource mobilizations. In the past two years, the program has grown significantly requiring the organisation to reconsider its coordination and support systems in the country toward reducing safety, financial and reputational risks.

II. Overall objectives of the consultancy:

Based on a deep in-country legal, safety, financial and reputational risks analysis, define methods and recommend an operational platform for establishing coordination and management structures for Geneva Call in Myanmar and/or within the region as per the highest international standards and domestic law.

III. Specific Objectives of the Consultancy:

  • To assess the current operational, legal, financial, administrative, and reputational risks for Geneva Call related to its mandate and current set-up in-country and within the region.
  • To undertake in-depth analysis of the domestic framework for national and international NGOs in the country and within the region.
  • To identify projects sites that are at lesser risk to set up a coordination and management structure including legal options and political strategies to be adopted to enable Geneva Call to operate safely and efficiently.
  • To assess local law firms and identify additional legal or other support if necessary to deploy coordination and management structures of Geneva Call.
  • To define a clear plan and methodology for the deployment of the coordination and management of Geneva Call structures, including HR, in Myanmar or within the region if necessary.
  • To recommend alternatives as presented to the consultant during the course of the assessment or through comparative analysis with other entities operational in the country.
  • The consultant works under the supervision of the Deputy Head of Region and consults with field teams and specialist functions such as finance and human resources in Geneva as it relates to the topic discussed.

Deliverables

The following outputs are expected of the consultant

  • A report detailing:

    • Analysis of safety and legal, financial, administrative, and reputational risks for Geneva Call related to its mandate existing in the current in-country set up and within the region.
    • A detailed methodology for setting up coordination and support systems in the country and towards reducing above listed safety, legal, financial, and reputational risks and fully compliant with national laws and best practice.
    • Detailed planning and budget for setting up these coordination and management systems with clear allocated roles and responsibilities within Geneva Call.
    • Outcome of feasibility assessment of alternative methods of delivery of support functions and management of teams.
    • A debrief to the Eurasia desk upon production of the initial draft report

Conflict of interest

Any candidate affiliated to, or openly supporting, one or more interest groups opposed to the Foundation’s principles and values, or whose previous position could engender safety issues for co-workers at Appel de Genève / Geneva Call, will be excluded from this selection process.

The final report is to be delivered by 28 February 2023.
