Danish Red Cross

The Danish Red Cross is seeking a consultant, or a team of consultants, to undertake a needs assessment and to develop a regional programme in response to the negative effect of climate crisis in Asia (Nepal, Myanmar, Bangladesh, Afghanistan).

Purpose

To respond to the imminent needs of the climate crisis, the Danish Red Cross wish to develop a Regional Climate Programme in Asia. The aim of the programme is to minimize and address the negative impact of the climate crisis, affecting the most vulnerable populations in Asia.

The regional programme will be tailored to address urgent needs arising from climate-induced disasters identified in each of the targeted countries (Nepal, Myanmar, Bangladesh Afghanistan), through two work streams that will be complementary:

  • Anticipatory approach, where we are reducing the impact of climate-induced disasters through well-targeted and cost-efficient anticipatory actions.
  • Development support, where we are supporting vulnerable communities in adapting to a changing climate through resilience-strengthening projects.

The consultancy is to be undertaken in complementarity with assessments already conducted by DRC or other Red Cross and Red Crescent Movement partners at country levels.

The programme development will be based on country-specific assessments considering climate risk as a multi-dimensional characteristic of the four countries. Different types of climate risks are assessed but, for each one, a typical event is identified that is a cause for concern and is assumed possible for DRC to address. Based on the needs assessment findings and discussion with DRC country teams (Support Group), the consultancy will propose a regional programme set up that is structured in a way to address four very different contexts in four different countries impacted by the climate crises in different ways.

Qualification of the consultant

  • A degree holder with an MA in a relevant field related to Climate Change and International studies;
  • Work experience in humanitarian or international development programming;
  • Prior experience in undertaking regional and/or cross-country studies (quantitative and qualitative);
  • Sound knowledge on climate change adaptation/Management – preferably a professional background from an NGO, Red Cross or similar;
  • Strong analytical skills and ability to digest and translate large amounts of information materials and data sets into clear and concise findings;
  • Solid methodological and research skills;
  • Excellent planning, communication and writing skills;
  • in-depth understanding and/or experience of working with the Red Cross Red Crescent Movement;
  • Fluency in spoken and written English

Contract and Financial Provisions
The contract is expected to be about 45 working days over a 2-month period, running from mid-May until mid-June 2023. Payments are made to the Individual Consultant/Contractor based on the number of days worked. Consultancy fees should not to exceed 300.000 Danish Krona (about 40.000 EUR). This amount has been established based on the understanding that it includes all of the Consultant’s costs (including transport, accommodation, insurance, per diem, telephone etc.) and profits as well as any tax obligation that may be imposed on the Consultant.

Timeframe
The consultancy is expected to be completed not later than mid-June 2023 with the following tentative timeline:

  • Consultant interviews: 20-21/03/2023
  • Consultant notification of award: 24/03/2023
  • Consultancy implementation period: From 15 April to 15 June
  • Regional Climate Resilient programme online presentation: 1st week of June 2023
  • Consultancy deliverable achievements: 15 June 2023

  • A technical proposal not exceeding 10 pages typed in New Times Roman size 11, single spaced
  • A Summarized firm profile (if any), CVs of the lead and (possibly) associate consultants.
  • Financial proposal (detailed budget specifying daily fee and estimated number of days, travel expenses and other additional costs quoted in separate line items)
