Project Context and Scope:

Violence in Rakhine State, Myanmar, which began on 25 August 2017 has driven an estimated 655,500 Rohingya across the border into Cox’s Bazar, Bangladesh. The large influx of Rohingya is placing tremendous stress on the natural resource base in and around the refugee settlements, with far-reaching impacts on biodiversity, water sources and air quality. Compounded by climate change, these impacts are generating new disaster risks which threaten lives and livelihoods of both refugees and host communities in an already fragile environment and displacement setting.

As part of scaling up its capacity to address these issues, the International Organization for Migration (IOM) Cox’s Bazar is implementing different projects to support local government in enhancing the resilience capacities of host community and Rohingya refugee’ population in Cox’s Bazar and in Bangladesh in general.

Much of the infrastructure and public buildings in Cox’s Bazar was in a desperate condition even before the refugee influx. Recurring disaster, lack of maintenance and limited funding capacities has worsened the condition of these infrastructures and public buildings. Therefore, for IOM, support on small to medium scale investments for improving critical infrastructure and equipment to improve the competency and absorptive capacity of host communities is very critical.

Infrastructure is an operational unit within IOM Cox’s Bazar, Bangladesh. The unit is integral to the Rohingya Refugee Response implemented by the International Organization for Migration (IOM) with funding from various international donors. Infrastructure Unit activities include planning, designing, and construction of medium-complexity infrastructure projects, primarily roads, bridges, health and community facilities and various types of site rehabilitation works, including drainage, pedestrian access, earth stabilisation and installation of solar energy throughout the camps and ‘out of camp’ sites in Cox’s Bazar District, Bangladesh.

Under the overall supervision of the Head of Humanitarian Assistance and Operations and direct supervision of the Infrastructure Coordinator, the successful candidate will technical and administrative support to the implementation of the programme, including but not limited to engineering design and construction support for new site development works; existing site enhancement works and small to medium scale community building projects.

Category A Consultants: Tasks to be performed under this contract.

  • Assist the Infrastructure Coordinator on the construction aspect of relevant infrastructure/construction projects and in the technical area of responsibility, including but not limited to assessment, design and technical specifications, Bill of Quantity (BoQ) calculations, scheduling, tendering, and contracting in accordance with the relevant international/national standards.
  • Manage and monitor technically and administratively the field team of the specified Infrastructure projects. Ensure that adequate and relevant capacity building is provided to the members of the team.
  • Identify problems and innovative solutions in infrastructure programme implementation and suggest action to resolve issues in coordination with the Infrastructure Coordinator.
  • Assist Infrastructure Coordinator on management activities for multiple construction projects, including those implemented in remote locations, and work with multi-disciplinary project teams.
  • Prepare civil designs for small to large scale areas, with the guidance of the Project Infrastructure Coordinator. Civil designs include (but not limited to), health and community facilities, drainage, hydraulic analysis, culvert design, large scale cut/fill, quantity take offs, retaining wall and road design.
  • Contribute to the management of construction projects to ensure quality completion is on time and within budget by utilizing and applying professional skills and knowledge in project management and stakeholder engagement.
  • Prepare periodic reports on various aspects of projects including but not limited to work progress, financial, quality control, schedule compliance, and technical.
  • Assist with the development and implementation of design standards, monitoring mechanisms, quality assurance mechanisms, and construction specifications in respective technical fields.
  • Participate in the tender evaluation process including assessment of bidders’ qualifications, competency, and experience, and in analysing and reviewing the quoted unit rates and specifications against IOM-prepared cost estimates and specifications.
  • Ensure accurate record keeping, construction inspections, and quality audits. Ensure that drawings and records of actual quantities maintained are kept up to date and variations and addendums are issued correctly.
  • Provide necessary information and documentation for the preparation of project proposals for IOM to contact potential donors and/or government agencies. Contribute to operational planning for emergency preparedness and response and hazard mitigation / disaster risk reduction initiatives.
  • Perform management support activities for multiple construction projects in many remote locations by working with multi-disciplinary projects teams consisting of architects, engineers, construction managers, construction contractors, cash-for-work groups, and non-profit implementers in planning, organizing, and implementing projects.
  • Undertake regular field visits to all rehabilitation/reconstruction/enhancement project sites to monitor, evaluate and oversee the activities implemented by partners/contractors and take necessary action to achieve quality standard of engineering design.
  • Ensure that local communities and/or relevant authorities have been consulted on all activities and that all necessary approvals have been granted prior to the execution of projects.
  • Comply with IOM’s policies and procedures including prevention of sexual exploitation and abuse (PSEA) and promotion of a respectful work environment to contribute to a healthy workplace.
  • Act as the unit focal point for development and production of visibility materials, in collaboration with Communication unit.
  • Train the field technical and office team on monitoring tools, including on data entry, data processing and analysis. Perform such other duties as may be assigned.

Performance indicators for the evaluation of results

The performance of the successful candidate will be evaluated periodically and at the end of this consultancy contract based on the delivering results consistent with the agreed Terms of Reference, professional competencies, upholding and demonstrating the values of IOM in the daily consultancy activities.

Education, Experience and/or skills required.

  • Master’s degree in civil engineering, Architecture, or a related field from an accredited academic institution with two years of relevant professional experience; or
  • University degree in the above fields with four years of relevant professional experience.

Languages
• Excellent knowledge of spoken and written English.

Travel required.

  • The successful candidate will require regular traveling to the project site both in the camps and host community as mentioned above under section 4 to conduct assessment, monitor ongoing construction, coordinate with relevant field staff and other stakeholders.
