Overview of position:

  • Our client requires the services of Construction Officer to offer technical assistance & provide quality assurance in the tendering evaluation, project monitoring & supervision phases of all construction works. Under the supervision of the Health Manager, the primary role of Construction Officer is to monitor the assessments, designs / Bills of Quantity (BOQ), onsite construction activities & report back to our clients Somalia Global Fund projects team.

Role objectives:

  • Globally, COVID-19 pandemic has negative impact on the overall health & socio economic situation & Somalia is not an exception, the situation in Somalia is exacerbated by the droughts, conflicts & lack of political instability, the pandemic has also hampered the already broken healthcare system, services & facilities including services targeted to disease programs of Malaria, EPI, HIV / AIDs & TB that GF supports.
  • Last year, global fund has supported Somalia with funds for COVID-19 control, containment & mitigations for disease programs with a provision for disease program mitigations to cover gap / service pressure emanating from the pandemic, in addition to this WB (World Bank) is providing additional funding for waste management.
  • Components of the project interventions include improving laboratories to support testing, construction companies will be tasked to construct 3 health facilities 1 national laboratory, 1 emergency operations centre & renovation of central laboratory in Mogadishu.
  • This consultant work will support our client in order to supervise the construction works of 3 facilities in Mogadishu, national laboratory, emergency operations centre & renovation of central laboratory to ensure quality, efficiency & effectiveness.

The Construction Officer will monitor & report on the implementation of the following works in Somalia:
Construction of national laboratory.

  • Construction of emergency operations centre.
  • Renovation of central laboratory.
  • Construction of oxygen plant sites.
  • Installation of solar system.
  • Design of national vaccine warehouse.
  • General coordination of trade contractors & site management.
  • All construction activities.
  • Civil works such as site clearing, excavations & earthworks.
  • Masonry works sub structure & super structure walling.
  • All reinforced concrete works i.e., footings, slab, beams & columns.
  • Painting works, floor finishes, wall finishes, doors & windows.
  • Waterproofing & roofing works.
  • Carpentry & joinery including fitting.
  • Ceilings, partitions & access flooring.
  • Plastering, tiling works.
  • Glazing works.
  • Ventilation.
  • Mechanical, Electrical & Plumbing (MEP).
  • Testing & commissioning to all the abovementioned systems.
  • Detailed explanation of the scope of works will be provided in drawings & BOQ’s.

Construction implementation required:

  • Make sure that construction works are undertaken in line with the submitted work schedule.
  • Drawings & signed contract agreement, ministry standards.
  • Work closely with our client, MOH (Ministry of Health, WHO (World Health Organisation), contractor & attend the bi weekly progress review meetings during the project duration.
  • Ensure that appropriate safety measures are undertaken on site to minimize the risk of accident to the workers & the public.
  • At the end of the works, the Construction Officer shall conduct full system tests to prove full working systems prior to the site taking over & provide our client with test certificates.
  • Measurement of works done & submission of measurement sheets prior to payment.
  • Preparation of interim & final payment certificates for the contractor.
  • Conducting design review of the project whenever necessary.
  • Preparationof monthly progress reports

The Construction Officer will be home based in Mogadishu & they will divide duties between the project sites. The Construction Officer will be expected to travel between all project sites to assist in the supervision of all program construction activities & rehabilitation works. In close consultation with the Project Coordinator, they will:
Assist with the bidding & tender evaluations processes:

  • Provide technical inputs by working closely with supply section, health program sections & implementing partners to ensure that the bidding process, technical evaluations, negotiations (if any) & contracts awarded are in accordance with our clients standards, rules & policy.
  • Review & evaluate the technical as requested in line with the instructions to bidder & evaluation criteria.

During all stages of construction works be accountable for onsite project monitoring & reporting on a regular basis:

  • Conduct mobilization meetings for all projects & approve contractor’s workplan, staffing schedule & methodology.
  • Organise formal onsite mobilsations with relevant stakeholders & ensure all project documentation & certifications are in place prior to the beginning of works.
  • Conduct regular site inspections at all project sites ensuring work is being undertaken according to the drawings, standards, specifications, timeline & budget.
  • Ensure monitoring of the construction work at critical stages & hold points.
  • Monitor the overall works of all contractors (construction, supervision etc.) & ensure key deliverables, contract items & quality of workmanship is being met.
  • To advise our client on any potential risks & propose corrective measures, regarding project timeline, project budget & quality of the works.

Coordination of all construction & project related contracts:

  • Ensure detailed records are kept according to our clients standards to contribute to the preparation of official reports (including donor reports), enabling real time tracking of construction progress.
  • Organise overall project coordinating tools to ensure smooth implementation & delivery between the varying project contracts.
  • Know in advance key dates & milestones & advise on any potential errors or risks in advance to ensure timely delivery of project.
  • Evaluate the quality of construction works upon completion or at certain milestones & make recommendation for payments to be made to contractors or implementing partners.

Ensure good working relations & communicate project status with contractors & stakeholders as directed:

  • Ensure all parties are updated on project progress regularly.
  • Undertake arrangements for visits to construction project sites for govt. & other stakeholders, which includes providing information & briefing on project activities & status.
  • Communicate with local stakeholders on construction project details.
  • Discuss recommended courses of action with the Project Coordinator.
  • Report back to Project Coordinator any issues from the field including variation orders & advise accordingly.

Project reporting:

  • Following site visits prepare routine inspection reports documenting results of visits & project progress.
  • Maintain ongoing project monitoring & tracking tools including tables, reports, project tracking documents as required by our client & their donors.
  • Assist with drafting construction sections of donor, annual & other reports, as required by our clients global fund team.
  • Provide updated information on program / project financial & administrative status for analysis & report purposes.
  • Analyse construction program / project status & recommend appropriate adjustments.
  • Prepare tables, graphs or other statistical data for technical review / monitoring purposes.
  • Provide photographic evidence ofsite progress including copies of details and designs implemented on site.
  • Provide minutes of meetings with partners, stake holders & general contractors.

Project reporting:

  • This role reports to the Health Manager.

Key competencies:

  • At minimum a University Degree in Civil Engineering or a University Degree in other relevant area of engineering related to Design, Construction & Maintenance of Structures from a recognized University / Institution.
  • Ability to travel within Somalia region is non negotiable.
  • A high level of interpersonal, management skills, integrity & ability to work with complex teams.
  • Proven ability to work under pressure & meet tight deadlines with minimum supervision.
  • Combination of project management & technical engineering desirable.
  • Excellent written & oral communication skills in English & oral communication skills in Somali required.
  • Proficiency with Autocad (or drafting equivalent software), GIS Software, Excel & Word required, familiarity with other software programs a plus.
  • At least 5 years’ experiences working on construction projects in a project coordination capacity.
  • Experience working on similar health projects is desirable.
  • Experience working in Mogadishu & working with the govt.
  • Experience working with any UN organizations is highly desirable.
  • Background / familiarity with emergency is considered as an asset.
  • Experience in field works outside Mogadishu.
  • Fluent in oral & written English & Somali language.
