Their interventions seek to cover the multiple aspects of humanitarian and development crises through a multidisciplinary approach which is both global and local, and adapted to each context.

ACTED is looking for professionally confident, self-motivated, experienced and committed team player to fill the Consortium Officer position to be based in Mogadishu, Somalia.

Position Profile:

Under the supervision of Area Coordinator, the Consortium Officer main role will be to assist in post-award management and monitoring of grants and contracts of Implementing Partners (IPs) and Civil Society Organizations (CSOs) that receive financial support from ACTED, to ensure the projects are implemented in Somalia and are in line with all ACTED internal and external rules and regulations as well as donor guidelines and requirements.

Duties and Responsibilities:

  • Defining and analyzing the IP’s project budget to ensure that funds are used according to the funding contracts, proposing corrective actions if needed. ¨
  • Recommending IP budget realignment where there is budget savings as well as overruns which has minimized variances and unspent balances at the end of the project.
  • Review the IPs financial reports, verify the financial reports by preparation of Budget Variance Analysis and ensuring adherence to the donor financial reporting requirements as well as preparing the cashbooks for IP accountancy.
  • Review and process consortium partners payment requests and initiate payment processing based on the agreed payment schedules as per the Sub Grantee Agreement.
  • Coordination of the process of IPs financial closure of projects by reviewing and submitting the Interim and Final Financial Report to the Country Finance Manager for approval before submission to the donor.
  • Contributing to the coordination and follow up on the project audits of Implementing Partners (IP).
  • Support in allocating all the operations costs and the support staff to use the correct consortium project and budget lines.
  • Provide monthly consortium financial briefings to the Senior Partnership Finance Officer.
  • Support kick-off meetings, mid-term reviews, and closure meetings to ensure that information is shared effectively with relevant staff, including Consortium members.
  • Ensure compliance with donor requirements by the consortium members during implementation.
  • Ensure proper filing and archiving of supporting documentation for each financial report.
  • Conduct internal training to the mission’s staff on partnerships principles to improve understanding of partnership approaches and enhance their relevant skills and capacities to successfully engage in partnership programming.
  • Lead IP capacity development and training in financial and organizational management through preparing training materials as per the gaps identified during Due Diligence Assessment so as to develop and or strengthen their internal guidelines and policies so as to ensure accountability.

QUALIFICATIONS & PREFERRED SKILLS

TECHNICAL SKILLS

  • Knowledge and experience with grant management, grant financial reporting, preparation and revision of documentations, specifically sub-grants.
  • Knowledge and experience with project/ donor compliance, specifically documentation.
  • Strong analytical and coordination skills
  • Excellent interpersonal skills and external relations.
  • Excellent organizational skills and attention to detail;
  • Proficient use of Ms Office specifically Ms. Excel, Ms. Word & Ms. PowerPoint

QUALIFICATIONS

  • A first degree in Commerce Accounting, Business Administration, Finance, or related field.
  • Part III recognized professional qualification in Accounting (CPA, ACCA) is an added advantage.
  • Minimum 3-4 years similar work experience within a fast-paced work environment. Experience in working closely with local partners/ CSOs is highly desirable.
  • Knowledge and experience with grant management, grant financial reporting, preparation and revision of documentations, specifically sub-grants.
  • Knowledge and experience with project/ donor compliance, specifically documentation.
  • Fluent in English and Somali, with excellent written and verbal skills and the ability to work in an international context;
  • Strong analytical and coordination skills
  • Excellent interpersonal skills and external relations;
  • Excellent organizational skills and attention to detail;
  • Independent, adaptable, flexible and hardworking;
  • Strong humanitarian motivation and understanding of international assistance.
  • Prior experience using basic computer software required, notably in word and excel;
  • Previous experience working with a variety of stakeholders in humanitarian or development aid
