  1. Summary of position

Provide oversight for all program’s planning, evaluation, knowledge management, monitoring, and evaluation. The MEAL coordinator develops and oversees monitoring systems to track the success of program implementation, identifies performance indicators, develops quality assurance strategies, and builds the capacity of consortium on M&E. The position will also improve data systems – collection, storage, and use – to increase the effectiveness and scalability of M&E systems and conduct and oversee the analysis of data from day-to-day M&E activities. Additionally, the MEAL Coordinator will prepare high-quality reports for internal and external audiences.

Purpose:

The MEAL Coordinator will develop the Monitoring and Evaluation system/framework, oversee its implementation and analyze the metrics for Caafimaad+ Consortium Somalia projects to assess the impact and quality in support of project design, implementation and reporting. The projects need to align to the Core Humanitarian standards as well as Caafimaad+ Consortium internal rules and regulations.

In addition, the role will oversee the implementation of accountability and feedback systems in addition to developing required tools for use in specific projects based on an established M&E framework.

Engagement

Collaborate with the Consortium MEAL team members to develop work plans, and standardized quantitative and qualitative monitoring tools for monitoring key processes, outputs, and outcome indicators related to each sector of intervention.

Delivery

The MEAL Coordinator will oversee data collection and analysis for baseline, endline and routine/post-distribution monitoring activities and facilitate timely and quality reporting to internal and external stakeholders.

  1. Essential job duties

Management & Support functions

  • Lead the development, updating, and upgrading of Consortium MEAL strategy, developing structure, process, and procedures for the effective and efficient tracking of the consortium’s programs.
  • Participate in regular project review exercises and technical working group meetings.
  • Provide information as required to the respective technical clusters and donors in relation to humanitarian data and proactively alert the consortium on any data of concern.
  • Support the MEAL component of Donor proposals and reports, ensuring good quality data.

Development of data collection tools, methodologies and systems

  • Review and design appropriate information collection tools and methodologies including ToRs, questionnaires, data entry tools, coding and upload in online platforms
  • Develop appropriate project MEAL tools and methodologies, identify priorities for project MEAL and follow up on the timelines.
  • Ensure that all the designed tools, methodologies and other MEAL activities are in line with MOH guidelines, cluster’s guidelines, and other humanitarian standards such as CHS and SPHERE.

Quantitative & qualitative surveys

  • Take the lead on ensuring partners conduct requisite evaluations, Post Distribution Monitoring (PDMs), beneficiary Satisfaction Surveys, Post Implementation Monitoring, FGD, KII qualitative and quantitative assessments as per the agreement project MEAL plan
  • Provide leadership and guidance in the survey and assessment process, ensuring the full participation of all parties from planning through data collection to reporting and drawing of conclusions and recommendations.
  • Coordinate ‘lessons learned’ assessment and ‘recommendations development’ workshop/meetings following each assessment documenting key areas for improvement/amendment at the next assessment, ensure findings are used to improve the process of the next survey and create recommendations for program

Learning and project quality

  • Support in the development and operationalization of a consortium knowledge management and learning strategy
  • Support Consortium MEAL and program teams to better document and integrate knowledge and learning in program implementation through the development of appropriate tools and guidance notes.
  • Organize and facilitate internal and external learning events and participate in the development of review and closure meetings.

Digitalization of Reporting Systems

  • Ensure digitalization of Consortium data at all levels (community to Regional referral facilities) for near real-time data transmission for timely decision making
  • Ensure interoperability of the consortium data systems with MOH and partners’ systems
  • Ensure system provided live dashboards and heat maps, and other visualizations

Operational Research and knowledge sharing

  • Support operational research for a better understanding of the effectiveness of initiatives being undertaken by the consortium
  • Conduct outcome studies to enhance understanding of the impact of the Consortium’s intervention
  • Lead development of abstracts, posters, and articles for presentation in peer review fora, and/or publication in peer review journals.

Supervisory Responsibilities

  • No direct supervisory role
  • Provide oversight and direction to ALL Caafimaad+ Consortium MEAL functions

Physical demands

  • While performing the duties of this job, the employee is required to sit for long periods and to concentrate on work, including typing, and turn out heavy volumes of work accurately, within short time frames under stressful situations in the context of a moderately noisy office with many interruptions. Must be able to proofread own work accurately so that only minor corrections are needed on an infrequent basis.

  • The duties of the job require regular job attendance at least five days per week. Must be available to work outside normal office hours or on the weekends as required.

  1. Required Qualifications
  • Bachelor’s degree in a quantitative discipline (preferably in Social Science, Monitoring & Evaluation, Epidemiology, Statistics, or Developmental Studies)
  • Master’s degree preferably in Statistics, Data Science, Epidemiology, or Public Health
  • Other health and/or nutrition-related training or experience an added advantage
  1. Required Skills & Experience
  • At least 5 years of professional experience in the field of Monitoring and Evaluation
  • Knowledge of major quantitative & qualitative monitoring methodologies and proven ability to design monitoring instrumentation tools
  • Extensive knowledge in (quasi-) experimental program evaluation designs
  • Experience with health and nutrition in emergency humanitarian context
  • Experience with planning, designing, implementing, and analyzing data of operations research
  • High level of proficiency in MS Office and/ or Statistical Software (SPSS, STATA, ODK etc.)
  • Advanced skills in data analysis presentation and report writing
  • Excellent analytical skills combined with a proactive, energetic approach to problem-solving
  • Excellent management, communication (oral presentation and written) and organizational skills; flexibility and ability to multi-task.
  • Professional proficiency in spoken and written English is required.
  • Previous experience in Somalia, Horn of Africa, or similar context is desirable.
