Finn Church Aid

Consortium MEAL Officer is responsible for effective and high-quality, monitoring, evaluation, and reporting of the 14-month Education Consortium grant from ECHO, aimed at reaching beneficiaries in North and Eastern Ukraine. The position is located in Kyiv, Ukraine. Consortium MEAL Officer will report to Country Director.

Main duties and responsibilities:

Implementation and Management of M&E Systems:

– Develop a comprehensive M&E plan/framework for the project

– Design appropriate data collection and reporting tools in line with donor and FCA requirements

– Design and conduct surveys and support in implementation of external evaluation

– Develop monitoring plans with technical inputs from the project manager and consortium partners, ensuring their effective use for successful implementation of the project

– Responsible for data management including collection, entry, update, analysis and reporting

– Ensure regular data verification and validation

– Closely monitor implementation of MEAL activities to ensure timely and effective delivery of outputs

– Use FCA’s online program management system based on SALESFORCE platform for data entry and management

– Plan, manage, and participate in regular monitoring visits to the field with the support of the program teams

– Support project team in preparing project specific annual workplans and periodic reports

– Capacitate the project team and consortium members in M&E related issues

– Ensure project’s conformity with Core Humanitarian Standards (CHS) including implementation of effective complaints response mechanism

Training:

– Contribute to the proactive dissemination and use of knowledge gained through M&E activities to Project Managers, Technical Coordinators, and Project Development Managers and Officers;

– Contribute to organizing and facilitating training sessions to capture best practices and lessons learned.

Other

– Participate in conferences and workshops related to M&E when possible and keep up to date on best practices and new knowledge in the M&E sector.

– Perform any other related activity as assigned by the direct manager

Competence and Personal Requirements:

  • Master’s degree in development or humanitarian studies or relevant subjects
  • At least 3 years of experience in monitoring and evaluation with preferred experience of M&E of humanitarian projects and programmes
  • Strong understanding of project cycle management using results frameworks and/ or logic.
  • Strong understanding of technical standards and institutional donor rules and regulations in Quality and M&E.
  • Knowledge of quantitative and qualitative evaluation design and execution.
  • Good attention to detail and highly numerate.
  • Excellent communication and interpersonal skills.
  • Ability to meet deadlines under pressure.

  • Demonstrated ability to lead & work in a team.
  • Excellent and proven organizational skills.
  • Excellent written, oral, and presentational communications skills.

The position will be filled as soon as possible and it is a fixed-term employment until 31.8.2023, with six-month probation period. The compensation is based on FCA salary scale and the candidate’s level of experience.
