What will you be doing?

The CASCADE (CAtalyzing Strengthened policy aCtion for heAlthy Diets and resiliencE) programme goal is to improve food security and contribute to the reduction of malnutrition of at least 5 million women of reproductive age and children under 5 in Benin, Nigeria, Uganda, Kenya, Ethiopia and Mozambique. The consortium is comprised of CARE International and GAIN, two organisations that have extensive experience in tackling malnutrition in the programme countries at multiple levels. The programme has two strategic objectives:

  • It aims to increase access to and consumption of healthy diets.
  • As well as increasing the resilience of households to economic and climate change-related shocks across the six countries, with a focus on women of reproductive age and children. The programme will galvanise government, business and communities around 5 domains:
    • Policy change and accountability.
    • Re-engineering markets and mobilising private sector.
    • Transforming cultural norms and practices.
    • Taking a gender transformative approach.
    • Systematising data and learning for policy.
  • The Consortium MEAL Coordinator is placed within the Sustainable Development team of CARE Nederland and is part of the Program Management Unit of the CASCADE Consortium. For the implementation of CASCADE, the MEAL Coordinator is supervised and hierarchically reports to the CASCADE Consortium Coordinator. He/she ensures proper MEAL systems are in place and that MEAL activities are well coordinated between consortium partners.
  • The Consortium MEAL Coordinator reports functionally to CARE Nederland’s MEAL coordinator, to ensure that the Consortium MEAL Coordinator receives guidance on CARE Nederland’s standards and that he/she contributes to internal dissemination of best practices.
  • The Consortium MEAL Coordinator assures that the communication, advocacy and MEAL strategies of CARE NL are considered.

Result areas

1. Monitoring, evaluation, and accountability

  • Lead the development and implementation of a MEAL strategy based on the overall result framework of CASCADE. The MEAL strategy will have at least three critical purposes:
    • Structure and priorities for routine monitoring of progress.
    • Framework for working with external evaluators to measure impacts.
    • Course correction and continual learning.
  • Ensure the identification of appropriate key performance indicators and measures, aligned with indicators of the grant policy framework and CARE International’s Indicators.
  • Ensure IATI compliant reporting.
  • Ensure the development and implementation of a project tracking database.
  • Coordinate with GAIN on the implementation of robust external impact evaluations.
  • Work with consortium partners to ensure robust training and supportive supervision of all partners on the MEAL approaches.

2. Learning

  • Create a learning agenda, prioritizing decentralized research agenda’s, and implement a system a system designed to identify lessons learned and disseminate timely information.
  • Establish and moderate an efficient online learning environment that maximizes. information sharing and continual learning between country teams, consortium partners, and external partners, to inform impact potential and policy guidance at national and global level.
  • Lead the introduction or harmonisation of existing digital learning or data collection tools in the scope of CASCADE.
  • Ensure common adaptive management techniques are applied that enhance internal collaboration and communication.

3. Other

  • When possible the Consortium MEAL Coordinator may be asked to provide MEAL advice to Program Managers of CARE Nederland.

Pro-ARIDES (6 hours per week)

Pro-ARIDES is an SNV led consortium that aims to ‘contribute to increased resilience, food security and incomes of farmer and (agro)pastoralist households in the Sudano-Sahel zone of Burkina Faso, Mali and Niger. The MEAL Coordinator will work with a Program Officer that manages CARE’s contribution to this consortium.

  • Participate in consortium meetings regarding MEAL and support CARE Country Offices with advise and backstopping.

What do you bring to the table?

  • At least 5+ years relevant experience with MEAL for food security and nutrition programming, preferably in Africa.
  • Experience with measurement of institutional changes related to policy implementation is an asset.
  • Academic work and thinking level; MA in relevant subject required.
  • Experience with digital data collection and big data base management, online communication, file management and learning environments.
  • Coordination skills to achieve results.
  • Experience working with multi-country teams at a distance.
  • Excellent knowledge of English and French.
